Leaders of Lam Dong province frankly pointed out the reason. The investor once committed to complete the design dossier from the end of May, but by the end of June it had not been implemented.
Meanwhile, more than 68% of the site has been handed over, thousands of households have agreed to relocate, the budget has allocated nearly 2,940 billion VND of public investment capital in 2026, but the disbursement progress is still very low, about 331 billion VND.
Director of Lam Dong Department of Construction Le Ngoc Tien affirmed that the reason for the slow progress belongs to the investor. The investor also acknowledged the slow progress of the project and took responsibility to the locality.
Leaders of Lam Dong province publicly criticized and requested to complete all procedures before July 15, and at the same time applied a very clear principle, where there is land, construction will be carried out there.
Directing very drastically, investors need to keep their commitments.
Because, each kilometer behind schedule means increased social costs, missed development opportunities, people continue to suffer from difficult travel, businesses lose more logistics costs and the State budget is affected by disbursement progress.
Reality shows that many large infrastructure projects have fallen into a vicious cycle, lacking capital, slow credit, prolonging procedures, applying for extensions and then exceeding capital.
Therefore, it is time to consider not fulfilling commitments as an important criterion for assessing investor capacity.
Investors with weak financial capacity, lack of determination or insufficient ability to organize implementation need to be screened from the beginning.
In case of intentional violation of commitments, there must be strong enough sanctions, including considering replacing investors if seriously affecting public interests.
Vietnam is entering a development phase with the goal of building thousands of kilometers of highways in a short time. To achieve that goal, in addition to the determination of the Government and localities, the discipline in project implementation is equally important.
Chairman of Lam Dong Provincial People's Committee Ho Van Muoi emphasized: "Lam Dong does not accept the situation of irresponsible investors affecting the disbursement progress of public investment capital".
Lam Dong leaders criticized the investor of the Bao Loc - Lien Khuong expressway project, which is also a general warning, if businesses do not have enough capacity and do not keep their commitments, they should not continue to be assigned key infrastructure projects.
