On June 28, Lam Dong Provincial People's Committee said that the Bao Loc - Lien Khuong expressway project (phase 1) is more than 73.6km long, with a total investment of 17,718 billion VND, passing through 10 communes and wards with 2,464 affected cases, with a recovered area of more than 681ha.
In 2026, the project was allocated nearly 2,940 billion VND of public investment capital. However, so far only more than 331 billion VND has been disbursed, mainly for compensation, support and land valuation consulting.
Up to now, the locality has handed over about 421ha of land, reaching about 68%.
However, the construction progress is still very slow due to the technical design documents and estimates of many sections of the route not being completed, not meeting the conditions for simultaneous construction.
Representative of the investor consortium, Mr. Nguyen Ngoc Nghi - Deputy General Director of T&T Group - admitted the slow progress of the project, took responsibility to the local authorities and committed to completing the credit contracts before July 15.
At the same time, the investor will complete the technical design dossier in July to focus on deploying construction.
However, Director of Lam Dong Department of Construction Le Ngoc Tien affirmed that the reason for the slow progress belongs to the investor.
According to Mr. Tien, the investor once committed to completing the design dossier from the end of May but has not yet implemented it.
Vice Chairman of Lam Dong Provincial People's Committee Nguyen Hong Hai requested the investor to urgently complete the commitments, soon complete procedures and credit contracts; and at the same time mobilize sufficient manpower and equipment to deploy construction immediately on the sections that have been handed over the site.
At the working session on June 26, Mr. Ho Van Muoi, Member of the Party Central Committee, Chairman of Lam Dong Provincial People's Committee, severely criticized the investor for allowing the project to be delayed, affecting the province's public investment capital disbursement plan.
The Chairman of Lam Dong Provincial People's Committee requested that all dossiers, procedures, and capital mobilization work must be completed before July 15; and at the same time implement the motto "where there is land, there is construction".
Mr. Ho Van Muoi also requested departments and branches to arrange standing forces to monitor and urge progress; and said that the province will organize online meetings periodically every 2 weeks to review the project implementation progress.
