Previously, on December 6, 2024, the Investigation Police Agency of Bac Giang Provincial Police caught Do Van Luan red-handed receiving a bribe of 60 million VND from Mr. Nguyen Van Sen at Do Van Luan's office.
Why did Nguyen Van Sen have to bribe Do Van Luan?
According to the police, from 2014 to 2017, the company with Mr. Sen as Director constructed many projects in Hoang Ninh commune, Viet Yen district (now Nenh ward, Viet Yen town). After completing the project, from 2015 to 2017, the company handed over the project to the Nenh ward People's Committee for acceptance and put into use, but the ward People's Committee has not yet paid the construction fee to the company.
With just this information, it is enough to see how hard the business is. The project was completed in 2017, accepted and put into use, but still has not been paid. Although Mr. Nguyen Van Sen has sent many petitions to the People's Committee of Nhenh Ward requesting payment for construction labor.
A business that has been stuck with capital for 7 years will only suffer losses or go bankrupt. Even if it is paid in full now, it will not be able to compensate for the loss to the business.
But worse, and also showing the torture of businesses by Ward Chairman Do Van Luan. That is, in September 2024, Do Van Luan directed the Ward People's Committee's Accountant to review and check the payment records of the projects constructed by the Company, of which 2 records were eligible for payment with an amount of more than 600 million VND.
But Ward Chairman Do Van Luan still did not pay, but found errors and forced them to fix them.
After the company corrected the errors in the payment records, it was eligible for payment, but Mr. Luan did not sign the confirmation to transfer the money but asked Mr. Sen to pay 10% of the total payment amount (about 60 million VND).
This is clearly a business practice to demand a percentage. Mr. Nguyen Van Sen has suffered too much because of his capital being frozen, and when he was paid, he was asked to pay 60 million VND. How can he bear it?
But something is better than nothing, Mr. Nguyen Van Sen had to follow Mr. Luan's request, go to Mr. Luan's office to give the money.
Do Van Luan confessed to his crime. The police investigation agency collected evidence and on December 15, prosecuted Do Van Luan for the act of "Receiving bribes".
There is no information about Mr. Nguyen Van Sen, but clearly, when Do Van Luan was caught red-handed accepting bribes, Mr. Nguyen Van Sen was involved.
Obviously, Mr. Nguyen Van Sen did not want to give 10% to Do Van Luan, but was forced into a corner and had to accept.
Business is so miserable.
