At the same time, the Resolution also emphasizes the promulgation of a financial mechanism to prioritize implementation in 3 breakthrough areas in the field of culture and arts: training and remuneration of talents; application of science, technology, digital transformation; ordering creative works of culture, literary and artistic works of high value.
These are orientations and directions that open up opportunities for culture and art. However, cultural development is facing major obstacles when the legal system on culture is still limited, not keeping up with reality, while investment resources are still low and mainly dependent on the State budget.
A series of specific mechanisms for culture will be discussed and resolutions will be issued by the National Assembly. Among them, prominent are policies such as tax support; increasing powers for provincial-level People's Committees in land allocation, cultural institution planning...
This is the right direction. Because culture cannot only rely on the budget. If there is an appropriate mechanism, culture can completely become an attractive investment sector, especially in the cultural, entertainment, and content creation industries - sectors that are growing strongly in the world.
In the opposite direction, the special mechanism is not a "priority ticket" to ask for more resources, but must be accompanied by very specific responsibilities of the cultural sector itself.
If given more power and better preferential treatment mechanisms, the cultural sector must also accept stronger innovation pressure.
First of all, it is the responsibility to use resources effectively. Each investment capital for culture must be measured by the social value it brings, by the spread in the community.
Next is the responsibility to create cultural products with vitality. In the context of the strong development of the global cultural industry, if we do not innovate thinking, do not improve quality, domestic culture will find it difficult to retain the public right on its "home field".
Finally, there is the responsibility for transparency and professionalism in management. Transparency and professionalism are the decisive factors to attract social resources, especially the private sector.
In other words, when there is a "special mechanism", the cultural sector also needs a "special spirit". That is the spirit of dedication, creativity and responsibility to the end. Only then can investment in culture truly be "investment in the sustainable development of the country, for the future of the nation" as the spirit of Resolution 80.
