The foundation of national spirit in the Revolution
Looking back on the historical journey, the role of culture is always associated with national fate. Right from the "Vietnam Cultural Outline" in 2006, our Party has identified culture as a front, the culture maker is a soldier. In the two long-term resistance wars, culture is truly a sharp spiritual weapon, arousing patriotism, fostering the will to fight and the belief in victory. Movements such as "The Voice Over the bomb", literary and artistic works born in the smoke and fire have become immortal symbols of revolutionary heroism, contributing to historical victories.
After the Liberation of the South - National Reunification Day, culture took the lead in healing war wounds, creating and fostering a spiritual foundation for the new society. Entering the period of Doi Moi since 1986, the culture continues to pioneer, paving the way for bold socio-economic reforms, contributing to building a culture imbued with national identity, while also absorbing the quintessence of humanity.
Outstanding achievements
Inheriting and promoting great achievements, in the 2021-2026 term, the culture, sports and tourism sector has achieved many important results, becoming a bright spot of the economy. With the spirit of drastic innovation in thinking from "culture making to state management of culture", the industry has created institutional breakthroughs, unblocked "bottlenecks" and liberated resources for development.
The cultural heritage sector witnessed spectacular progress. Vietnam's heritage system has never been known to the world as widely as it is today, with Ha Long Bay - Cat Ba archipelago recognized by UNESCO as a World Natural Heritage. The work of preserving and promoting heritage values has turned many relics into unique cultural tourism products, promoting the local economy. Grassroots cultural life is deeply affected, with many models of building a cultural environment spreading widely. Cultural industries are gradually becoming an important driving force, contributing an estimated 4.4% of GDP, with an average production value of VND 1.059 trillion (US$44 billion). Foreign affairs and international cultural integration are also a bright spot, strongly shifting from "exchange" to "real cooperation", enhancing the position and "soft power" of the country.
Tourism has had a spectacular recovery and growth after the pandemic, becoming a bright spot in the country's economic picture, contributing an average of 6-8% of GDP per year. In the 2021-2024 period, Vietnam's tourism will welcome 33.7 million international visitors and serve 359.5 million domestic visitors. Vietnamese sports continue to affirm their position in international arenas, as a symbol of the will to overcome difficulties and the desire to rise up. Athletes have continuously reaped success at the SEA Games, Asiad and world tournaments, especially the historic achievement of the women's football team when participating in the 2023 World Cup for the first time. From March 1, 2025, the industry will receive additional state management functions of journalism, publishing, and communication, continuing to affirm its pioneering role on the ideological front.
Aspiration to create a future
With the action declaration: "Culture is the foundation - Information is the conductor - Sports is the strength - Tourism is the bridge connecting", the Culture, Sports and Tourism sector is confidently entering a new stage of development. In the 2026-2031 period, the industry sets ambitious goals. In the cultural sector, the goal by 2031 is that cultural industries will contribute 7% to GDP. Tourism strives to truly become a spearhead economic sector, putting Vietnam in the group of 30 countries with the world's leading tourism competitiveness, welcoming at least 50 million international visitors and contributing 15-17% to GDP. High-performance sports maintain their position in the top 3 at the SEA Games and strive for medals at the Olympics.
The cultural sector will focus on breakthrough solutions such as perfecting institutions, streamlining the apparatus, improving the quality of human resources and promoting digital transformation. The national target program for the period 2025-2035 is expected to unlock resources and create a new look for the industry. Over the past 80 years, culture has made a great contribution to the cause of building and defending the Fatherland. The new autumn brings faith and aspiration, urging culturalists to continue to unite and create to build a brilliant and sustainable Vietnamese culture.
