The scandal in recent years is that the 10,000 billion VND flood prevention project started in 2016, completed more than 90%, but has been shelved since November 2020. Try to ask, in this situation, how can businesses withstand it. The project was stalled, resulting in interest of more than 1.7 billion VND/day, the amount of which Ho Chi Minh City had to bear, causing losses to the budget. The budget is also issued from the people's tax payment money. But the greater damage was that the flood prevention project was not completed and put into operation as planned, Ho Chi Minh City was heavily flooded, had difficulty in traffic, and suffered damage to people.
Just to give the above project as a typical example, Ho Chi Minh City still has many projects that are stuck due to legal problems that need to be resolved. To solve this problem, it must first of all come from the dynamism of the Ho Chi Minh City government, what can be proactive is to do it immediately, dare to do it and dare to take responsibility.
Regarding this issue, Minister of Planning and Investment Nguyen Chi Dung once said that in 2022, Ho Chi Minh City had 584 documents asking for opinions from ministries, but most of the issues being asked were under the authority of the city. According to Minister Nguyen Chi Dung: "This is very unreasonable, showing that we are afraid or push each other. On average, the ministry has to respond to the city two documents per day, while we have hundreds of thousands of other tasks, while the responsibility has been assigned and decentralized.
However, in addition to the responsibility for settling that localities are decentralized and delegated authority, there are also issues under the authority of the Central Government. If the ministries and branches of the Government actively support and remove legal obstacles for localities, new projects will be implemented smoothly.
Everyone talks about problems, but the legality is set by humans, so humans must adjust it to suit reality. A regulation that is hindering progress and development must be abolished and replaced with a new regulation.
Not only public investment projects, but many other infrastructure and real estate projects in Ho Chi Minh City are still stalled due to legal problems that have not been resolved. If the Ho Chi Minh City government and central agencies focus on resolving the issue thoroughly, a large amount of resources will be put into exploitation, bringing benefits to the people.
