According to the Department of Natural Resources and Environment of Binh Thuan province, after the 2024 Land Law and related Decrees took effect (from August 1, 2024), in which, policies related to determining land prices for calculating land use fees and land rents are stipulated in the Government's decrees, the Department has implemented and removed obstacles in determining land prices.
To date, 100% of annual land lease projects in Binh Thuan province have been resolved, land prices have been determined and further legal procedures have been carried out.
Currently, there are only 21 projects for land allocation and land lease with one-time land rent payment. Of which, there are 6 projects in the residential area, urban area, commercial housing group; 5 projects in the industrial, agricultural, commercial, transportation group and 10 projects in the tourism group.

At the end of December 2024, the People's Committee of Binh Thuan province issued an official dispatch directing the Department of Natural Resources and Environment, relevant departments, branches and localities to strengthen measures to speed up the determination of land prices to calculate land rent and land use fees for investment projects in the province, especially for the above 21 projects, and submit them to the Provincial Land Valuation Council for consideration according to regulations.
Of these, 6 projects are eligible to develop land price plans: Hon Rom Hill Resort, NDMREAL Tourist Area, Royal Ruby Villa Mui Ne Resort Entertainment Area, Nam Ha 2 Residential Area, Nam Ha 3 Residential Area, Trai Ca Residential Area Phase 2. The Department of Natural Resources and Environment is urgently requesting the consulting unit to complete and send the valuation results to the department to submit to the Provincial Land Valuation Council in the first quarter of 2025.
As for projects that do not have zoning plans and detailed construction plans such as: Honey Beach Tourism Project, Eagles Beach Tourism Area Expansion Project, Hoa Sen Resort Village Project, Xuan Quynh Tourist Area, Nguyen Sa Tourist Area. The Department of Construction urges investors of these projects to urgently prepare and submit for approval detailed construction plans in accordance with authority and regulations.
In the coming time, the Department of Natural Resources and Environment will invite and mobilize investors to change the form of land lease from one-time land lease to annual land lease to calculate land rent collection to soon complete the procedures for putting the project into operation or advise the Provincial People's Committee to revoke the project.

The remaining 10 projects without consulting units are the biggest problem at present. According to the Department of Natural Resources and Environment, most consulting units do not want to participate in land prices due to high responsibility under the 2024 Land Law, but the cost of land prices for a project is also over and under 100 million VND. Meanwhile, the implementation period is long, the scope of information collection is wide, and some projects must be taken outside the province. In the coming time, the Department of Natural Resources and Environment of Binh Thuan province will continue to issue notices and search for consulting units to conduct land valuation.
