In 2025, Ha Long Bay Management Board registered to open 3 more beaches to serve tourists, including: Soi Sim beach, Hang Co area (also known as Thien Canh Son cave) and Trinh Nu cave area.
Currently, the entire Ha Long Bay has only one beach serving tourists - Ti-top beach (belonging to the Ha Long Bay 2 Journey), while on Ha Long Bay there are hundreds of beautiful sandbanks located at the foot of the mountain, causing Ti-top beach to always be overloaded, while tourists on other sightseeing tours do not have the opportunity to swim.
This is also one of the reasons why many cruise ship owners stop giving tourists to Ha Long Bay Journey 3 and 4 to take tourists to Ha Long Bay Journey 1 and 2 because tourists travel for a long time without having to swim.
The plan to open more beaches to serve tourists and more importantly, the basis for organizing many activities on the beaches has been planned for many years, but it has been discussed over and over again and cannot be opened.
In particular, in 2023, Ha Long Bay Management Board will develop a beach cluster project in the Tra San - Cong Do area, with an area of about 250 hectares, possessing many beautiful natural sandbanks, with many coral reefs and diverse aquatic species.
Tra San - Cong Do beach cluster includes 8 natural sand beaches with an area of 100m2 - 800m2, enough to serve the experiential activities of tourists; including 4 beaches that can serve tourists' activities throughout the day without being affected by the rising water level of the tide.
It was thought that this beach cluster would be put into service for tourists in 2023, but tourists' dreams of going to sea and swimming have not become a reality because there are many different opinions.
The Ha Long Bay Management Board itself later proposed not to develop more beaches to protect heritage, while Ha Long City said that it could not approve the above beaches because it was waiting for the Ha Long Bay Heritage Conservation and Promotion Plan for the period 2021 - 2023, with a vision to 2050, to be approved.
In recent years, every year, Quang Ninh province has assigned districts, towns, cities and related units to register to open new tourism products to develop tourism.
However, many products that tourists are waiting for are missed from year to year and have not been put into operation yet, even removed from the list, while the products put into operation are not attractive.
According to representatives of tourism and tourism companies, if they know they cannot open, they should not register, and if they have publicly registered with tourists, they must have a specific progress to monitor and explain when they cannot do so.
