In 2025, Ha Long Bay Management Board registered to open 3 more beaches to serve tourists. These beaches include: Soi Sim island beach, Hang Co area (also known as Thien Canh Son cave) and Trinh Nu cave area.
These are all beautiful sandbanks located along the foot of islands and rocky islands in Ha Long Bay.
Currently, the whole Ha Long Bay has only one beach serving tourists - Ti-top beach, while on Ha Long Bay there are hundreds of beautiful sandbanks located at the foot of the mountain, causing Ti-top beach to always be overloaded, while tourists on other tours do not have the opportunity to swim.
The plan to open more beaches to serve tourists and more importantly, the basis for organizing many activities on the beaches has been planned for many years, but has not been opened yet.
In particular, in 2023, Ha Long Bay Management Board will develop a beach cluster project in the Tra San - Cong Do area, with an area of about 250 hectares, possessing many beautiful natural sandbanks, with many coral reefs and diverse aquatic species.

Tra San - Cong Do Beach Cluster includes 8 natural sand beaches with an area of 100m2 -800m2, enough to serve the experiential activities of tourists; including 4 beaches that can serve tourists' activities throughout the day without being affected by the rising water level of the tide.
However, when implemented, there are many different opinions, including the reason to wait for the Ha Long Bay Heritage Conservation and Promotion Plan for the period 2021 - 2023, with a vision to 2050, to be approved.
