Teachers in Son La have had their allowances cut for group leaders and deputy group leaders, but the issue has not been resolved despite instructions from the Department of Teachers and Education Managers.

Lao Dong newspaper published an article "A mountainous province suddenly abolishes the allowance for group leaders and deputy group leaders of teachers" reflecting on the Son La province Department of Education and Training sending a document to its affiliated educational institutions about abolishing the titles and allowances for group leaders and deputy group leaders of professional groups.

The Department of Teachers and Educational Managers (Ministry of Education and Training) has issued a document requesting Son La province to continue paying allowances for group leaders and deputy group leaders to teachers.

Teachers in Son La are excited because they hope that after the document from the Department of Teachers and Education Managers, they will receive local payments for group leader and deputy group leader allowances.

But no, no one got the allowance they expected.

Localities do not pay allowances to group leaders and deputy group leaders for teachers not because they "feel sorry for the money" or do not share the difficulties with teachers, but because they are based on the Circular of the Ministry of Education and Training.

Speaking to Lao Dong reporter, Mr. Nguyen Thanh Tinh - Deputy Director of the Department of Home Affairs of Son La province said that Son La province has decided not to pay allowances for group leaders and deputy group leaders from the 2024-2025 school year in accordance with Circular 20 of the Ministry of Education and Training on job positions, staff structure and quotas for the number of people working in public educational institutions. Regarding the inconsistency between districts, the leader of the Department of Home Affairs affirmed that it will review.

Mr. Nguyen Huy Hoang - Director of the Department of Education and Training of Son La province - pointed out: "There is currently a contradiction between the circulars. Circular 20 of the Ministry of Education and Training stipulates that the head and deputy head of a professional group are not management positions but only professional positions, while the old Circular 33 stipulates the payment of allowances for management positions."

That means, the team leader and deputy team leader are not management positions so allowances cannot be paid.

The representative of the Department of Home Affairs of Son La province also frankly said that it is impossible to follow the document of the Department of Teachers and Educational Managers regarding the requirement to pay allowances for group leaders and deputy group leaders to teachers because that is an administrative document, while Circular 20 was issued by the Ministry of Education and Training.

This answer is correct, because the Circular of the Ministry of Education and Training is a legal document and must be strictly followed.

Thus, to pay allowances to teachers who are group leaders and deputy group leaders, we only need to revise the Circular accordingly.
