Talking to reporters, Mr. Nguyen Van Tuan (residing in Hai Duong City, Hai Duong Province) said: His son, Nguyen Van Nam (born in 2015), has a language disability, so in April 2019, he and his wife took him to Hoa Binh General Hospital (Hai Duong Province) to attend a class for children with developmental delays and autism.
Here, Mr. Tuan's family was asked to submit Nam's health insurance card and pay more than 2.5 million VND in tuition fees as required.
After about a month, seeing no progress in their son's condition, Mr. Tuan and his wife stopped taking him to school even though they had paid the full amount to the medical facility. However, Mr. Tuan and his wife forgot to take back Nam's health insurance card.
At the end of September 2024, his family downloaded the VssID application to check their child's insurance information and discovered that Nam regularly received medical examination and treatment at Hoa Binh General Hospital without the family's knowledge.
"At that time, my son was only 4 years old (May 2019), no one in the family took him to the doctor but Hoa Binh General Hospital still informed him of the time, location and amount of health insurance payment" - Mr. Tuan said.
According to information on the VssID application, Nam was admitted to the hospital at 3:15 p.m. on April 24, 2019 and discharged at 4:00 p.m. on May 8, 2019, with a total expenditure of nearly 2.4 million VND. The second time, he was admitted to the hospital at 4:24 p.m. on May 13, 2019 and discharged at 4:00 p.m. on May 29, 2019, with a total expenditure of nearly 3.2 million VND. The third time, he was admitted to the hospital at 8:51 a.m. on June 3, 2019 and discharged at 11:00 a.m. on June 14, 2019, with a total expenditure of more than 2.6 million VND. The fourth time, he was admitted to the hospital at 8:52 a.m. on July 5, 2019 and discharged at 11:00 a.m. on July 11, 2019, with a total expenditure of more than 1.3 million VND.
All of these hospitalizations were also paid for by insurance, with the name of the medical facility being Hoa Binh General Hospital; Disease name: Autism in children; Disease code: F84.0; Department K01.
The fifth time, the information shows that Nam was admitted to the hospital at 2:24 p.m. on October 1, 2019 and discharged at 2:26 p.m. on October 1, 2019. Name of medical facility: Hoa Binh General Hospital; Disease name: Pulp and periapical disease.
"My family did not take my child to the doctor but had a medical record and was paid for health insurance. Realizing there were signs of health insurance fraud, I filed a report with the police," said Mr. Tuan.
On November 25, speaking with Lao Dong, Mr. Truong Trong Phuong - Director of Hoa Binh General Hospital (Hai Duong province) - said that he had received a complaint from Mr. Nguyen Van Tuan about his son being hospitalized 5 times and being paid for health insurance without the family knowing. The hospital has assigned a Deputy Director to work with the Organization Department to collect and review information related to the child's case. Currently, the hospital is under repair, so the paperwork needs time to be reviewed. When the results are available, the hospital will officially respond to the child's family.
A representative of Hai Duong Provincial Social Insurance said: "Hai Duong Provincial Social Insurance has received the information and has responded to the provincial police regarding issues related to the incident."
