On the afternoon of June 3, the National Assembly Standing Committee gave its opinion on the reception, explanation, and revision of the draft Law on Cadres and Civil Servants (amended).
Reporting on the reception, explanation and revision of the draft law, Minister of Home Affairs Pham Thi Thanh Tra said that adding regulations allowing the signing of contracts for outstanding, professional, expert, scientist, lawyer, and good lawyer to perform the tasks of the job position of civil servant in leadership and management positions.
There have been many opinions suggesting inviting experts and scientists to hold leadership and management positions in state agencies, but this is the first time it has been included in the draft Law on Cadres and Civil Servants (amended).
Many people in the business world and experts have high professional qualifications in management and legal knowledge. The businessman has directly run a business and has practical experience, so when performing the task of civil servant in leadership and management, it will be very suitable.
When holding the role of a civil servant in leadership, they understand the difficulties and legitimate aspirations of people and businesses, so they will manage the work to meet the needs of the people.
However, if excellent entrepreneurs have successful businesses and business jobs, will they leave the market to work as civil servants or not?
If there are people willing to be civil servants, in addition to their recognized capacity, they must meet many other criteria to be able to become leaders. In which, at least the standard of party membership must be ensured, not to mention the positions that still require higher political and ideological standards.
Therefore, in order for the above provisions of the draft law to be implemented in practice when passed, there must be adjustments in the standards for leadership and management positions.
Second is about salary, the question is how to pay good and talented people?
Businessmen, experts, lawyers, and scientists with real talent will certainly have a very high income. If there are people who are truly dedicated and want to contribute, they must be paid a commensurate salary when working as civil servants. Even if it is not equal to the previous income, there is still no far-reaching difference.
Salary, benefits, and promotion opportunities are the conditions for inviting talented people.
Allowing contracts for excellent businessmen and good experts to be civil servants in leadership is to open the door to welcome talent, but whether they can invite and retain them or not requires many other conditions.
