Prime Minister Pham Minh Chinh has just signed Official Dispatch No. 80/CD-TTg dated June 1, 2025, requesting ministries, branches and localities to step up the implementation of asset handling plans after restructuring and organizing the apparatus and administrative units at all levels.
The Prime Minister requested to continue to fully, seriously and urgently implement the directions of the Politburo, the Secretariat, the Government, the Prime Minister, legal documents and instructions of the Ministry of Finance.
The dispatch clearly stated that Ministers, Heads of ministerial-level agencies, government agencies, Chairmen of People's Committees of provinces and centrally run cities will arrange headquarters, facilities, equipment and conditions to ensure the service of agencies, organizations and units according to the new administrative unit model.
Based on the conditions for existing headquarters, traffic infrastructure conditions, means of transportation, information technology infrastructure, digital transformation in the operation of the government apparatus, it is possible to arrange to maintain work at many headquarters in the first phase of administrative unit arrangement.
This is to ensure state management in the merged areas and reduce difficulties in travel and living of cadres, civil servants, public employees and workers; not to affect or interrupt the provision of public services to the people.
In addition, the development of plans for arranging, arranging, and handling public assets must be carried out at the same time as the development of the Project for arranging and reorganizing administrative units at all levels; prioritizing arrangement and arrangement for health, education, and community culture.
Develop a plan to handle surplus assets according to the instructions of the Ministry of Finance, ensuring 6 clearly states: "clear people, clear work, clear time, clear responsibilities, clear products, clear authority"; on that basis, implement handling according to the issued plan, not to waste assets.

The Prime Minister requested the Ministry of Health, Education and Training, Culture, Sports and Tourism to guide localities on standards and requirements for houses and land to build health facilities, education and training, cultural and sports institutions at the grassroots organizational structure model as a basis for localities to formulate plans for arrangement, arrangement of houses and land and handling; Completed before June 15, 2025.
Ministries with vertical sector systems in localities urgently complete the arrangement of the apparatus according to the new administrative unit model.
On that basis, develop a plan to arrange, arrange and handle headquarters and facilities to ensure operational needs, closely coordinate with localities to handle surplus houses and land in the direction of regulation between each level, between the central and local levels to effectively use existing headquarters and facilities; complete within 03 months from the date the project to reorganize the apparatus and administrative units is approved.
