Through the article "School health workers feel hurt because their rights are abandoned", Lao Dong Newspaper reported the case of a group of school health workers (NVYTTH) in Tay Son district (Binh Dinh) who have been petitioning for their rights for more than ten years but have failed. Chairman of Binh Dinh Provincial People's Committee Pham Anh Tuan directed relevant units and localities to intervene and handle the matter.
Tay Son district summoned 50 principals to work, then agreed on a payment plan for school health workers.
Mr. Phan Chi Hung - Chairman of Tay Son District People's Committee - said that on October 17, the locality held a meeting to agree on the direction of paying preferential allowances according to the profession for health workers in the district.
Currently, out of 49 school units, 40/49 health workers have contracts and no school has paid allowances to health workers. Meanwhile, Decree No. 56/2011/ND-CP dated July 4, 2011 of the Government regulating preferential allowances according to profession for civil servants and public employees at public health facilities, health workers at schools are entitled to no more than 20% of the current salary scale and grade.
For the past 13 years, the collective of health workers in Tay Son district has not received the allowance according to regulations. They have filed complaints, but they have not been resolved. That is the responsibility of the Son Tay district government.
It is worth mentioning that, also in Binh Dinh province, Mr. Dao Duc Tuan - Director of the Department of Education and Training of Binh Dinh province - said that since 2011, health workers in districts, towns, cities and the Department block have still enjoyed this allowance, only Tay Son district has not implemented it.
So why did the leaders of Tay Son district not follow the law, allowing workers to suffer for more than ten years? The salaries of health workers are very low, they rely on allowances, but the money they are entitled to is not paid, which is unreasonable.
The district summoned the principals to work this time, must resolve the payment of benefits to NVYTTH, do not let them suffer any more days.
Mr. Phan Chi Hung said that the district will meet to discuss and decide on the level of benefits and which budget source to spend from, to resolve the benefits for NVYTTH. If the payment is made, it will be calculated from January 1, 2024.
Why only calculate the payment from January 1, 2024? If so, workers will continue to suffer. The government must pay according to the law, applicable to workers from the effective date of Decree No. 56/2011/ND-CP dated July 4, 2011.
