It is expected that after completion, people from 3 villages My Giang, Ninh Yen and Ninh Tinh in Ninh Phuoc commune (Ninh Hoa town) will be relocated. These households are affected by industrial projects in the Nam Van Phong area.
According to the People's Committee of Ninh Hoa town, from 2020 to June 2023, the locality has received the handover of Xom Quan kindergarten items from the Van Phong Economic Zone Management Board. However, there is a school without teachers and without students. Over time, it has become a deserted place, the construction items have degraded, damaged, become trash and scrap.
Investing nearly 400 billion VND in a resettlement project, but only one house has people living in it. That is the failure of a project.
When researching and implementing the project, there was no vision, no calculation of whether the people living in the resettlement area were suitable or not. A household does not only live in a house, but also connects with activities, work, and convenient transportation. Without meeting those basic needs, no one can live stably for a long time.
The practice of building resettlement areas just to finish the job, without knowing whether people will move in or not, is happening everywhere, becoming a chronic disease, causing long-term consequences and great waste. Not to mention, this area is also home to many social evils.
The reason for the sloppy situation is that the person who signed off on these projects was not held accountable. For the Xom Quan project, someone must be held accountable for this wasteful abandoned property.
At the same time, there must be a plan to "fight waste" by taking steps to remove obstacles to implement other projects, and not prolong the abandonment of houses and the 50-hectare land of Xom Quan any longer.
