The Central Party Office has just issued Document No. 13421 - CV/VPTW announcing the preliminary implementation of Resolution No. 21-NQ/TW on population work in the new situation and amending the regulations of the Party and State related to population policy.
This document has many contents, of which a part is of interest to the people of the whole country, which is that the Central Inspection Committee was assigned to advise and amend the Regulations of the Central Executive Committee, Politburo, and Secretariat related to handling violations of population policy.
At the same time, proactively amend Instruction No. 05-HD/TW, dated November 22, 2022 of the Central Inspection Committee in the direction of not disciplining cases of having a third child or more, in line with amending legal regulations (not recovering cases that have been disciplined).
This is a timely and reasonable amendment requirement, in accordance with the new context and development situation of the country.
In fact, the proposal to amend regulations in the direction of not disciplining cases of having a third child or more has been raised many times in the National Assembly forums recently.
Previously, according to many regulations, including the 2017 Central Resolution on population policy in the new situation, the case of having a third child is considered a violation of population policy, and can be considered for disciplinary reprimand, except for a few specific cases.
This regulation was issued to promote the pioneering and exemplary nature of cadres and party members in implementing policies and guidelines on population, while limiting birth to avoid population explosion.
However, currently, when the country needs to "encourage birth" and increase the birth rate to avoid the situation where the birth rate is falling too low nationwide, leading to the risk of population aging and negative impacts on economic and social development, as well as threatening national security, this regulation needs to be changed.
Otherwise, on the one hand, we "encourage birth" but on the other hand, disciplining those who have many children is paradoxical and inadequate.
According to the Department of Population, reducing the birth rate is a global trend and Vietnam is going through this process faster than the world. We have also had many lessons about the consequences of population aging, the closest and most obvious of which is Japan.
In recent times, Vietnam has been making efforts to propose many solutions to increase the birth rate. Some localities such as Tien Giang, Hau Giang, Ben Tre... have also issued financial support policies to encourage childbirth.
This is to solve the problem of many families, especially in urban areas, facing difficulties in economy, housing, income and learning conditions for their children, leading to fear of having children.
Raising the birth rate and "encouraging birth" to combat population aging is a big problem, so there needs to be fundamental, long-term solutions to comprehensively resolve it.
And one of the solutions within reach is to soon remove one of the barriers of "promoting birth" - regulating the discipline of people with third children.
