The Politburo requested to amend Instruction No. 05 in the direction of not disciplining cases of having a third child or more.

The Central Party Office has just issued Document No. 13421 - CV/VPTW Notifying on the preliminary implementation of Resolution No. 21-NQ/TW on population work in the new situation and amending the regulations of the Party and State related to population policy.

The document was sent to the Politburo, the Secretariat (for reporting) and sent to the Central Inspection Committee, the Government Party Committee, the National Assembly Party Committee, and the Ministry of Health Party Committee.

According to the announcement of Document No. 13421 - CV/VPTW, at the meeting on February 14, the Politburo reviewed the proposal of the Central Inspection Committee on reviewing the Party's regulations related to handling violations of population policy, and the report of the Party Committee of the Ministry of Health on 7 years of implementing Resolution 21 of the 12th Central Committee; opinions of relevant agencies, the Politburo has the following opinions:

Basically agreed with the content and recommendations and proposals stated in the Report on the preliminary assessment of 7 years of implementing Resolution No. 21-NQ/TW of the 12th Party Central Committee on population work in the new situation and the results of reviewing the Party's regulations related to handling violations of population policy; Agreeing to issue the Politburo's Conclusion on continuing to implement Resolution No. 21-NQ/TW.

The Politburo assigned the Government Party Committee to direct the Party Committee of the Ministry of Health to study and absorb the opinions of the Politburo and the opinions of relevant agencies to complete the Conclusion of the Politburo to submit to the Standing Committee of the Secretariat for consideration and promulgation.

The Politburo assigned the National Assembly Party Committee and the Government Party Committee to coordinate in leading and directing the acceleration of the development progress and submitting to the National Assembly for approval the Population Law in the spirit of the Resolution of the 13th National Party Congress in 2025.

According to the direction of the Politburo, in the immediate future, urgently review and amend legal documents with regulations on the number of children (especially Decree No. 06/2003/PL-UBTVQH11, dated January 9, 2003 and Decree No. 08/2008/UBTVQH12, dated December 27, 2008 of the National Assembly Standing Committee) to be completed in the first quarter of 2025; Agree to the policy of developing and implementing the National Target Program on Population and Development for the period 2026 - 2035; assign the Government Party Committee to direct the development of this Program and submit it to the National Assembly in the third quarter of 2025.

The document also shows that the Central Inspection Committee is assigned to advise and amend the Regulations of the Central Executive Committee, the Politburo, the Secretariat related to the handling of violations of population policies and proactively amend Instruction No. 05-HD/TW, dated November 22, 2022 of the Central Inspection Committee in the direction of not disciplining cases of having a third child or more, in sync with amending legal regulations (not recovering cases that have been disciplined).

The Government Party Committee and the Central Public Security Party Committee are assigned the task of directing the urgent completion of the construction and synchronous connection of human data (on the original database, the national database on population) to accurately assess population fluctuations (both in quantity and quality), serving the work of planning and implementing population policies in the coming time accurately, promptly and effectively.
