At the Conference on the implementation of Resolution 201/2025/QH15 of the National Assembly on piloting a number of specific policies for the development of social housing held on the afternoon of June 2, Prime Minister Pham Minh Chinh stated that our Party and State have social policies and social security policies on housing; accordingly, ensuring the right to housing, equal access to housing for people and paying attention to the disadvantaged.
The Prime Minister emphasized that social housing must not be located in a place with "honny coughs and wheezing", with land "overlapping with feathers and tails" but must have adequate infrastructure for transportation, electricity, water, telecommunications, society, healthcare, culture, and education.
Usually, localities and investors choose prime plots of land with good business results to implement real estate projects. This is also true, sock business must set profit targets, make products that are of good quality, convenient for travel to sell goods.
Building social housing is also for sale to customers, not for giving. Therefore, when implementing social housing projects, criteria such as commercial projects should be calculated.
Don't think that social housing is cheap, making the poor choose remote land. Social housing projects are not only a place to live but also many other living needs, convenient transportation, full utility services, near schools, medical facilities, and sports centers.
Building a residential area to serve people must meet the standards of life suitable for a civilized society. Cheap prices are due to the presence of state support policies such as land allocation without land fees and many other forms of support. Cheap but not cheap.
In reality, many housing projects serving people subject to compensation and clearance have been abandoned because their houses are built too far from the central area, making travel uncomfortable, and people do not live there. Don't think that just having a low-cost house is for the poor to buy or rent, but you have to consider other criteria.
Lessons about "ghost areas" are still intact, research and learning from experience are not too late.
Regarding social housing, Prime Minister Pham Minh Chinh signed Decision No. 444/QD-TTg dated February 27, 2025 assigning the target of completing social housing in 2025 and the following years until 2030 for localities to add to the socio-economic development target, the number of which is 995,445 apartments.
Localities that are assigned to and develop social housing projects should remember not to choose land with "the head is over the tail" and in a place with "the monkey coughs and the hoan ho".
Society is developing more and more, people have high demand, don't complete a housing project and then a few years later it will be outdated.
