Can Tho City People's Committee has just issued a Decision on approving the "Can Tho City Social Housing Development Project to 2025, vision to 2030".
The Social Housing Development Project (NOXH) of Can Tho City until 2025, with a vision to 2030 (abbreviated as the Project) is divided into 2 implementation phases. Phase 1, from when the Project is approved until the end of 2025 and phase 2, from 2026 to the end of 2030.
Specific objectives of the Project aims to complete the target of social housing development under the Prime Minister's Decision No. 338/QD-TTg of April 3, 2023. Phase 1, from 2021 to the end of 2025, completed investment in construction of 4,100 social houses. Phase 2, from 2026 to the end of 2030, completed the construction of 5,000 social houses.
The project also sets a goal of developing social housing according to the housing development goal approved in the Housing Development Program of Can Tho City until 2025 and orientation to 2030 approved by the People's Committee of Can Tho City in Decision No. 60/QD-UBND dated January 12, 2021. Accordingly, gradually solving the need for social housing for the city's people; striving to develop 12,715 social housing units by 2030 under the Housing Development Program of Can Tho City to 2025 and orientation to 2030.
Phase 1, from 2021 to the end of 2025, strives to complete 5,982 units, equivalent to 345,669m2 of floor space in the whole city. Phase 2, from 2026 to the end of 2030, strives to complete 6,733 units, equivalent to 377,437m2 of floor space in the whole city.
Capital of housing development of workers and social houses invested by the State is mobilized from the local budget according to the decision of the City People's Committee; direct investment from the central budget; Government bond capital (if any); The Fund of the Ministry of Defense is established and operates in accordance with the law (if any); issuance of local government bonds, housing offers; mobilized from other legal sources as prescribed by law; Capital supports the official development of ODA and other foreign loans (if any).
Non-budgetary capital invested by economic sectors (including households and individuals) in the construction of workers' housing and social housing is mobilized from other legally mobilized capital sources according to the provisions of law; capital from the Vietnam General Confederation of Labor to implement the Project "Investing in the construction of trade union institutions in industrial parks and export processing zones" according to Decision No. 655/QD-TTg dated May 12, 2017 and Decision No. 1729/QD-TTg dated November 4, 2020 of the Prime Minister.
The city's departments, branches, People's Committees of districts and relevant agencies and units are responsible for organizing the implementation of tasks on the basis of compliance with current legal regulations and the Can Tho City Social Housing Development Project approved in this Decision.
By 2030, the social housing development target must be completed according to the social housing development targets assigned by the Prime Minister in Decision No. 338/QD-TTg dated April 3, 2023 and the basic needs for social housing must be basically resolved for suitable subjects in Can Tho City.
The indicators of social development development are unlimited in the content of the project. In addition to the number of apartments and social housing projects stated, in case of proposal to implement the new social housing project, the Department of Construction is responsible for coordinating with relevant units to advise on the implementation of the project in accordance with the law on investment and housing, in accordance with land use planning/planning, construction planning and urban planning approved by competent authorities for approval and submission to the People's Committee of Can Tho City.
