The burst of a landfill pit at Ngoc Hoi solid waste treatment complex, Bo Y commune, Quang Ngai province occurred at noon on July 30, causing water and waste to overflow, burying about 9 hectares of agricultural land, mainly aquaculture areas.
In the immediate future, water and waste have flooded into fish ponds, causing fish to die en masse.
But more seriously, water and waste overflow into the environment, polluting streams and ponds. People cannot use water for daily life and irrigation, land and ponds are "poisoned", making it difficult to handle in the short term.
Not to mention, garbage overflowed and buried some cross-drainage culverts, causing landslides in the sewers along the road, affecting the road surface structure and traffic safety on DH.73, village 4 road and the road to the Giang Lo II production area.
Mr. Phan Thanh Tung - Vice Chairman of the People's Committee of Bo Y commune (the unit managing and operating the project) - said that the government is coordinating with the unit managing statistics of affected households to develop a compensation and support plan.
Calculating how many tons of dead fish to compensate for damage is not difficult but more important - it is to calculate the level of pollution in rivers, streams, ponds, lakes, and cultivated land and handle it. Leaving water and waste pollute the environment will affect people's health.
From this embankment break, it is possible to "break" another story.
That is, the Ngoc Hoi Complex solid waste treatment joint venture project is invested by the People's Committee of Ngoc Hoi district (old) and the Ngoc Hoi District Construction Investment Project Management Board (old) is the investor's representative, and will be accepted and put into operation in April 2025. But just 3 months later, the embankment broke, which is very unusual.
The Project Management Board and Public Services of Bo Y commune said that due to the impact of heavy rain lasting from April 2025 to present, the amount of water accumulated in the landfill has increased. Therefore, high water pressure damages the connection of the wastewater collection pipe of the system, causing water to overflow.
If said so, it means that when implementing this project, there would be no consideration of heavy rain and water accumulation in the landfill.
And so, every time there is prolonged heavy rain, the possibility of the embankment of the waste treatment area breaking may occur, water and garbage will overflow, causing environmental pollution.
For example, the fault is not the investment in building a mixed-use solid waste treatment complex that is not of good quality, but the fault is God.
