On the evening of August 1, speaking with a reporter from Lao Dong Newspaper, Mr. Hoang Le Huy - Chairman of the People's Committee of Gia Hoi Commune (Van Chan District, old Yen Bai Province) informed that at around 10:30 a.m. the same day, 4 people, including Ms. Vang Thi Say (born in 1992); Cu Manh Huy (born in 2018); Cu Thi Ngoc Phuong (born in 2022) and Cu Thi Thu Thao (born in 2022) were raising buffalo to avoid the hot water tank of Mr. Ho Dinh Doanh in Ta Lanh village when the tank suddenly broke, causing the surrounding wall to collapse.
The incident caused Ms. Say and Thao to die while Huy and Phuong were taken by locals to General Hospital No. 3 (Nghia Lo Regional General Hospital, old Yen Bai Province) for emergency care in critical condition.
Immediately after receiving the information, Gia Hoi Commune Police arrived at the scene to coordinate with the Commune Military Command to stabilize the security and order situation, arrange forces to protect the scene, make a record of the incident and report to superiors.

It is known that Ms. Say, Huy and Phuong are 3 mother and child, all residing in Ta Lanh village, Gia Hoi commune, Lao Cai province.
Immediately after the incident, Vice Chairman of Lao Cai Provincial People's Committee Nguyen The Phuoc and local government leaders directly visited and encouraged the families of the two victims, and went to the hospital to share and support the injured and their relatives.
According to the leader of Gia Hoi Commune People's Committee, the above water tank has a capacity of about 12m2, built by Mr. Doanh's household to serve fish farming. The initial cause of the incident was determined to be the sudden collapse of the tank wall.
The case is currently being further investigated and clarified by the authorities.
