The Son La Sports - Physical Training Center Complex Project, Phase I (Sports Complex) started construction in October 2017, and by the end of 2019, the project was completed and put into use.
The project was invested in construction with the goal of creating space for organizing cultural - sports events, training and coaching athletes for the province.
However, currently, only the women's football and track and field teams use it as a training ground. While 10/12 other sports and physical education and sports competitions are still held at the Provincial Sports Training and Competition Center.
Son La Sports Complex was invested with 112 billion VND, but after 6 years, it has deteriorated and is damaged.
Why is Son La Sports Complex deteriorating?
According to Ms. Hoang Ngan Hoan - Director of the Department of Culture, Sports and Tourism of Son La province, the reason for the deterioration of some items of the Sports Complex is that the project has just been invested in phase I.
Second, the items have not been invested synchronously, along with the impact of weather conditions and usage time.
Third, this sports complex has not really promoted connectivity with the mass sports movement, especially the regular exercise activities of the people due to the distance from the center.
All three of the above reasons are not convincing.
Because the newly invested project in phase I has nothing to do with degradation and damage. The uprooted and damaged works are due to poor construction quality and ineffective management.
The investment items are not yet synchronous due to the capacity to operate, manage, construct and approve the project.
Any project has a weather impact, a time of use, not just this project. Don't blame the rain and sun.
Building a sports complex away from the center, so mass sports activities cannot be organized because there is no vision.
Investing in a sports area without taking into account the appropriate distance to connect with people, if the project is not exploited, that is the responsibility of those who have the right to decide on project implementation.
With the current reality, Son La Sports Complex is in a state of "dilemma". To repair and upgrade the project, a large amount of money must be spent, but when completed, it can be degraded and damaged like before.
Investing in phase II is not just a matter of budget, but when completed and put into operation, whether it can organize sports activities, or just concrete blocks exposed to the sun and rain.
If left in its current state, the project continues to deteriorate, which is a waste.
