The People's Committee of Lao Cai province has just issued a decision on the establishment of a Public Service Inspection Team in 2025.
According to the decision, the inspection team will conduct surprise inspections of specialized agencies and administrative organizations under the Provincial People's Committee; public service units under the Provincial People's Committee; People's Committees of communes and wards; along with the team of cadres, civil servants, public employees and workers working at agencies, units and localities.
Inspection of enforcement of public duties is a necessary activity in the context of the grassroots government apparatus that has just come into operation, there are many shortcomings in the working style, working style, and sense of responsibility of the team of cadres, civil servants, and public employees... that need to be revised.
If it is only based on periodic inspections, without any surprises, it will be difficult to accurately assess the current situation of working at the facility.
Because when checking periodically, the facility will of course "adjust" the documents, clean the office, and even mobilize forces to "receive" the inspection team, causing the results to only reflect the appearance.
Not only stopping at detecting violations or resolving and resolving difficulties and problems in the process of performing public duties, surprise inspections also create a positive pressure.
When aware that their unit can be inspected by their superiors at any time, cadres and civil servants will be forced to maintain a serious and professional working style every day, instead of just maintaining an exemplary image when the inspection team arrives.
The establishment of surprise inspection teams like this also needs to be implemented by other localities as a solution to help improve the quality of handling administrative procedures, reducing inconvenience for people and businesses.
However, when called "expected", the surprise factor, combined with the strictness, objectivity and compliance with the law of the inspection team must be given top priority.
If the surprise inspection that the soon-to-be delegation issued today had leaked or "crypted" information to the inspected place, it would lead to a situation where the facility "did not write a new beautiful book" - as National Assembly delegate Pham Khanh Phong Lan (HCMC delegation) said at the National Assembly forum about the need for a surprise inspection.
Establishing surprise inspection teams to perform public duties is not the only solution to improve the operational efficiency of the administrative apparatus.
But this will be one of the important tools to help maintain discipline, improve service and effectiveness of the grassroots government apparatus.
Sudden inspection teams should also be established and maintained by Lao Cai and localities as a regular management tool - culture, not just a short-term, timely solution.
Of course, it must be accompanied by an effective monitoring mechanism to avoid taking advantage of surprise inspections to tear the child up, orusing the excuse of harassment, causing difficulties for the grassroots government.
