The problem is that Vietnam has many large corporations with financial capacity, international cooperation, production experience, and technology ownership, but do not participate in metro projects?
The answer is that it is not that domestic corporations do not want to do it, but that there are no mechanisms and policies for them to boldly invest in project implementation. Therefore, the first thing is that the government must have an invitation along with appropriate support policies and commit to ensuring smooth investment activities. Next is to prepare clean land funds so that businesses do not get stuck in the project implementation process.
The first two names to appear on the list of proposed projects to participate in metro projects in Ho Chi Minh City are Vingroup and THACO, with the resources of these two groups, the project can be completely implemented.
There are many other corporations, each enterprise specializing in a specific type of product, which will form an industry supporting urban railway projects. Hanoi, Ho Chi Minh City and many other cities in Vietnam will also do many metro projects, building an auxiliary industry is a long-term strategy.
Along with equipment, machinery, and accessories, there are also metro operating applications. Vietnam has many technology companies capable of producing smart programs to operate the metro system without having to go abroad. If the slogan "make in Vietnam" is set, then metro is a project that places orders for domestic technology companies.
When a domestic corporation implements the project, it will attract many domestic enterprises to participate in the bidding packages. This is an opportunity to exploit domestic production, create products to supply the project, attract high-quality workers to technical workers, promote initiatives and inventions of domestic engineers and experts.
In addition to the domestic workforce, private corporations and enterprises can cooperate with foreign corporations, or invite experts from other countries to work. In this " flat world", as long as there is proper treatment, talent will converge.
When domestic corporations and enterprises join hands to implement metro projects, Vietnam will be able to proactively increase many products, the cost will be lower, and the budget will be saved. In particular, minimize delays and capital increases as has happened with previous projects.
