All cadres who asked for early retirement with the spirit of serving the common good are worthy of recognition and respect. In particular, there is a case where there are still 6 years of work left but still asked for retirement, that is Mr. Phan Thanh Chung (born in 1969) - Member of the Standing Committee of Thach Ha District Party Committee.
This official's view is to retire early to make way for younger people to work. 6 years is a long time, if he continues to work, Mr. Chung will have many opportunities for promotion, but choosing to retire is also a way to contribute to the common good.
In this streamlining of the apparatus, those who sacrifice for the common good will not be disadvantaged, because there is an "outstanding" policy to support officials and civil servants who apply for early retirement. The Government issued Decree No. 178/2024/ND-CP, which is the legal basis for implementing support for early retirees in a public, transparent and fair manner.
Ms. Bui Thi Hoang Oanh - Head of the Organizing Committee of Thach Ha District Party Committee - informed that in the case of Mr. Phan Thanh Chung retiring 6 years early, with his current salary, along with the remaining years of work, based on the provisions of Decree 178 of the Government, the amount of support received can be provisionally calculated at about 2.5 billion VND. According to Ms. Oanh: "That number is a relatively accurate provisional estimate, if there is any difference, it will not be much".
Ms. Le Thi Phuong Thuy - Head of the Department of Internal Affairs of Thach Ha district, Deputy Head of the Policy Advisory Group of Thach Ha district - said: "According to regulations, each month of early retirement is calculated as one month of current salary (total not exceeding 60 months), at the same time, each year of early retirement in the case of more than 5 years of work is calculated as 4 months of salary support. Then the first 20 years of participating in compulsory social insurance are 5 months of salary, from the age of 21 onwards, each year of social insurance payment is calculated as another half month of salary. And Mr. Chung's current salary is very high, at 26 million VND/month. In total, Mr. Chung is calculated to be supported with nearly 100 months of salary, so calculating, he is supported with about 2.5 billion VND, which is completely reasonable".
With this level of support, early retirees can rest assured about their retirement, or find another job that suits their abilities. The "outstanding" policy is practical, not sloganeering.
The above case of being able to receive 2.5 billion VND in support shows that there are many other cases where, if they retire early with more time, they will receive a higher level of support.
