Ca Mau's only waste treatment plant has temporarily stopped receiving waste since June 16, the locality plans to take the waste to bury.

This is the 4th time the waste treatment plant has closed, every time the plant closes, the locality has to work hard to solve the problem of garbage congestion, causing environmental pollution.

This time, why is the factory closed?

Mr. Huynh Thanh Dung - Deputy Director of the Department of Agriculture and Environment of Ca Mau province - said that Cong Ly Construction - Trade - Tourism Company Limited (Cong Ly Company) - the unit operating the Ca Mau City Waste Treatment Plant - has not fully met the prescribed procedures, so it has not submitted a waste treatment unit for approval.

On the business side, Mr. To Hoai Dan - Chairman of the Board of Members of Cong Ly Company said that the unit price for waste treatment has not changed for ten years, causing the company to suffer losses and not have enough revenue to cover expenses.

Previously, the Company had repeatedly requested to adjust the price of waste treatment services. The company proposed a unit price for waste treatment of VND 478 thousand/ton but has not been approved.

The waste treatment plant has stopped operating, Ca Mau province has proposed a plan to bury waste in many places. The Department of Agriculture and Environment discusses with localities to agree on the temporary use of on-site landfills. In particular, Phu Tan, Nam Can and the old Ngoc Hien districts will be collected and transported to the landfill of Phan Ngoc Hien commune for burial.

The province has implemented landfilling itself, but the problem is that communes and wards have planned landfilling sites in advance.

Landfill must have expertise, have a business licensed to operate in the field of waste treatment, and landfill technology must also be approved and approved by management agencies. Therefore, to let localities collect, transport and bury waste themselves, it is necessary to ensure regulations on waste treatment.

Assigning localities to collect, transport, and bury garbage themselves to spend a budget, how to calculate, how much money is for handling 1 ton of garbage, which unit will inspect and supervise?

Ca Mau province also needs to discuss with Cong Ly Company, agree on a suitable price plan for the factory to soon resume operations.

However, the locality needs to call for investment in building waste treatment plants to be more proactive. Only one waste treatment plant in Ca Mau province is under pressure from businesses, wanting to close is closing, leading to passiveness in waste treatment.

With many waste treatment plants operating, competition will create fairness, increase quality and efficiency.
