The old price is outdated, the new price cannot be approved
The Department of Agriculture and Environment of Ca Mau province said that Cong Ly Construction - Trade - Tourism Company Limited - the unit operating the Ca Mau City Waste Treatment Plant - has not fully met the prescribed procedures, so it has not submitted a unit price for waste treatment for approval.
Mr. Huynh Thanh Dung - Deputy Director of the Department of Agriculture and Environment of Ca Mau province - said: According to current regulations, waste treatment enterprises must develop their own unit price for waste treatment according to the processing technology of the unit in operation, then submit it to the Department for appraisal and submit it to the Provincial People's Committee for consideration and promulgation.

Previously, Cong Ly Construction - Trading - Tourism Company Limited (Cong Ly Company) had repeatedly requested to adjust the price of waste treatment services. Cong Ly Company proposed a unit price for waste treatment of VND 478,000/ton but has not been agreed.
The enterprise operating the waste treatment plant in Ca Mau city has explained and supplemented a number of contents required by the Appraisal Council, but still does not have complete documents, so it is not eligible to submit to the Provincial People's Committee for consideration of issuing a new unit price.
Meanwhile, according to Mr. To Hoai Dan - Chairman of the Board of Members of Cong Ly Company, the operation of the Waste Treatment Plant is at a loss due to unchanged waste treatment unit prices. The enterprise has hired a consulting unit to build a price according to the wishes of the Advisory Council. Currently, it is continuing to adjust according to the requirements of the professional sector of Ca Mau province.
Treat waste by burying it
Because the waste treatment plant has stopped operating, Ca Mau has planned to bury waste in many places. However, to have a place to bury waste, it is necessary to calculate the pumping of wastewater from temporary landfills.
The Department of Agriculture and Environment of Ca Mau province has assigned the Center for Irrigation Works Management to use 2 large-capacity mobile pumps to pump water into 2 reserve landfills to have more landfills. The temporary landfill is likely to receive garbage in the next 6 months for wards in the central area of Ca Mau and the entire old Dam Doi district.

For districts, the Department of Agriculture and Environment discussed with localities to agree on the temporary use of on-site landfills. In particular, Phu Tan, Nam Can and the old Ngoc Hien districts will be collected and transported to the landfill of Phan Ngoc Hien commune for burial.
At the same time, the Department also prepared additional temporary landfills at planned locations in Khanh An commune (50 ha), Lam Hai commune (20 ha) and Tan Thuan commune (20 ha); advised the Provincial People's Committee to invite investment in building a waste treatment plant according to the approved plan (Khanh An commune, Lam Hai commune before).

Regarding long-term solutions, the Department of Agriculture and Environment of Ca Mau will continue to coordinate with Cong Ly Company (investor of Ca Mau city waste treatment plant) to review, edit, and complete the price plan to submit to the Provincial People's Committee for consideration and decision soon.
As reported by Lao Dong, Cong Ly Company - the investor of Ca Mau City Waste Treatment Plant - has stopped receiving household waste since June 16. This is due to waiting for a new garbage price from the province to be issued, because the garbage treatment price has not changed since 2015, causing the operating company to suffer losses, and the revenue is not enough to cover expenses.
