Many resettlement housing projects have been shelved after completion. The housing projects are left exposed to the elements, and the resettled people do not move in while they have to live in poor and difficult conditions elsewhere.

The resettlement areas that have been abandoned for a long time are degraded, the quality is decreasing, and it is a huge waste. If there is no solution to deal with these consequences, there will come a time when there will be only abandoned and dilapidated houses that are no longer of any use. Not only are the assets on the land damaged and degraded, but the land area is not exploited for the right purpose, many places become landfills. A square meter of land is money, thousands of square meters left abandoned for decades is a huge loss.

The question is why many households that are subject to resettlement do not move in?

People need housing, but the new place must have an environment for them to live. There are resettlement areas where people are separated from the living space they need to work and do business. Therefore, if we only build houses and move people in without providing conditions for people to find a livelihood, it will be difficult to do.

Others do not choose resettlement housing because of poor construction quality and lack of amenities to meet the needs of many aspects of life and activities. People want to choose a place to live near markets, schools, medical facilities, and kindergartens, but resettlement housing areas do not meet these standards.

To limit the waste of abandoned resettlement areas, many opinions propose to organize auctions to recover capital. Those who need to choose suitable apartments and residential areas to buy, the market rules will solve this problem. Therefore, if we keep rigidly framing the resettlement objects, abandoned houses will continue to exist.

However, to sell these apartments at a good price, it is necessary to invest in renovation, improving the quality and aesthetics of the product. Along with the apartments is the construction of space, environment and conditions for life and activities such as the transportation system connecting to the center, markets, hospitals, schools.

Another proposed solution is to convert abandoned resettlement housing projects into social housing projects for sale. To implement this solution, it is necessary to complete procedures and ensure legal compliance. Regardless of the method, it must ensure the interests of the people and avoid loss of state assets.
