On the afternoon of June 4, at the regular Government press conference in May 2025, Director of the Department of Administrative Procedure Control (Government Office) Nguyen Duy Hoang said that in the first 5 months of 2025, ministries, branches and localities have cut and simplified 18 business conditions, decentralized 36 administrative procedures and simplified 69 administrative procedures for citizen documents related to population management.
Thus, 3,241/15,801 business regulations have been simplified, equivalent to 20.5%, exceeding the Government's requirement of 20% according to Resolution No. 58/NQ-CP on the program to cut and simplify regulations related to production and business in the period of 2020-2025.
As an advisory body to the Government on reforming and reducing administrative procedures, the Government Office has advised the issuance of Resolution No. 66/NQ-CP dated March 26, 2025 on the Program to reduce and simplify administrative procedures related to production and business activities in 2025 and 2026.
According to the Government's request in Resolution 66, ministries, branches and localities must review, cut and simplify administrative procedures related to production and business activities, to reduce at least 30% of administrative procedure costs, 30% of business conditions and 30% of the time to handle administrative procedures.
"The total annual administrative procedure cost that people and businesses carry out is estimated at VND 120,000 billion. Therefore, cutting administrative procedures will reduce the burden on people and businesses, said Mr. Nguyen Duy Hoang.
According to Director Nguyen Duy Hoang, the implementation of Resolution 66 will focus on 5 major goals:
First, abolish at least 30% of investment and business conditions.
Second, 100% of administrative procedures related to enterprises are carried out online, smoothly and effectively to ensure transparency.
Third, 100% of administrative procedures are carried out cross-border regardless of the border within the provincial level.
Fourth, complete the implementation of decentralization, delegation of authority, and settlement of administrative procedures according to Decision 1015/QD-TTg of the Prime Minister.
Fifth, 100% of internal administrative procedures between state administrative agencies and each state agency are reviewed to reduce and simplify procedures, settlement time, implementation costs and amendments and completion to comply with the streamlining and arrangement of the apparatus.
Regarding the development direction of the National Public Service Portal, Director Nguyen Duy Hoang said that, implementing the direction of General Secretary To Lam and the Central Steering Committee on digital transformation, the National Public Service Portal will be upgraded to a single digital window to provide national online public services to serve people and businesses performing administrative procedures in the electronic environment.
Mr. Nguyen Duy Hoang informed that the provincial-level public service portal will be closed from July 1, 2025 and the ministerial-level public service portals will continue to be closed in February 2026.
Accordingly, the national public service portal will be connected seamlessly with the administrative procedure settlement information system of ministries, branches and localities so that people and businesses can carry out all administrative procedures through computers, mobile phones... with internet connection. From there, the national service portal will transfer the application to the public service portal at all levels.
The implementation of the national public service portal is a single digital window that does not change the authority to handle procedures of ministries, branches and localities.
People and businesses only need to remember a single address: https://dichvucong.gov.vn, to avoid fraud through fake websites and increase publicity, transparency, monitoring and urging, ensuring the quality of administrative procedures and providing public services, said Mr. Nguyen Duy Hoang.
