On June 23, the Government Office issued Notice 315/TB-VPCP on the conclusion of Deputy Prime Minister Nguyen Chi Dung at the meeting to implement Plan No. 02-KH/BCDTW on the development of science, technology, innovation and digital transformation.
The notice clearly states the key goals, tasks, roadmap, and specific responsibilities of ministries, branches, and agencies under the Government and localities that have been clearly and specifically stipulated in Plan No. 02-KH/BCDTW of the Central Steering Committee.
The Deputy Prime Minister requested Ministers of ministries, Heads of ministerial-level agencies, Chairmen of People's Committees of provinces and centrally run cities according to their assigned functions and tasks to urgently and seriously implement Plan No. 02-KH/BCDTW effectively.
Responsible to the Politburo, the Secretariat, the Government, and the Prime Minister for the progress and results of implementing assigned tasks.
The Deputy Prime Minister assigned the Ministry of Public Security to preside over and coordinate with relevant ministries, branches and agencies to develop and submit to the Government a Resolution on promoting the creation of data for comprehensive digital transformation in accordance with the direction of the Prime Minister.
At the same time, develop and submit to the Prime Minister for approval the implementation plan and roadmap for integrating security, order and public transport surveillance camera systems to the Provincial-level Smart operational Centers (IOCs) and interconnecting with the National Population Database on the basis of the principle of inheritance, co-operation and sharing on a unified platform.
Deploy and upgrade the Electronic Identification and Authentication System to provide identification accounts for foreigners and foreign-owned enterprises, ensuring no service interruption from July 1, 2025.
The Deputy Prime Minister also assigned the Minister of Science and Technology and the Head of the Working Group on the development of science and technology, innovation and digital transformation to be responsible for urging tasks related to digital transformation.
The Ministry of Science and Technology shall preside over and coordinate with the Ministry of Finance and relevant ministries and agencies to research and propose solutions to upgrade and expand the specialized Data Transmission Network according to the orientation of a centralized, unified network from the Central to the grassroots level.
Connecting with agencies and organizations in the political system, to be completed before June 30, 2025.
The Ministry of Science and Technology shall preside over and coordinate with the Ministry of Finance to guide localities in building and implementing Smart Operating Centers to ensure connectivity, effectively exploiting information and data to serve the direction, operation and socio-economic development of the locality.
Coordinate with localities to develop plans to upgrade and adjust information systems for handling administrative procedures in localities, to be completed before June 25, 2025.
