Mr. Dang Van Minh - who was once Director of the Quang Ngai Department of Transport, then Chairman of the Quang Ngai Provincial People's Committee.

According to the investigation conclusion, Dang Van Minh received 22.6 billion VND and 240,000 USD from Hau "archery". Of which, Minh benefited 10.6 billion VND and 40,000 USD, the remaining defendants gave to Mr. Cao Khoa - former Chairman of the People's Committee of Quang Ngai province; Le Viet Chu - former Vice Chairman of the People's Committee of Quang Ngai province, former Secretary of the Quang Ngai Provincial Party Committee.
Mr. Minh admitted to receiving money from Hau "favorite". Of this amount, he contributed 960 million VND to build 8 houses (each worth 120 million VND) for poor and disadvantaged households in Pho An commune, Duc Pho town, Quang Ngai province.
Contributing money to build houses for the poor is a good thing, but the money received as bribes is illegal money, acts of kindness do not come from legitimate actions.
As a leader, creating quality infrastructure products to serve the people, doing a good job to develop the socio-economy of the locality is to help people escape poverty.
In this way, collaborating with businesses to do fraudulent business, sharing money, is making the country poor.
