In the draft guidance for university and college admissions, the Ministry of Education and Training announced a list of admission methods (regulated by the Ministry). This list includes 17 admission methods, detailed as follows:



Previously, the Ministry of Education and Training announced the data of successful candidates according to each method in 2024. Data analysis shows that more than 52% of candidates are admitted based on high school graduation exam scores, nearly 28% of candidates are admitted based on high school transcripts.
The remaining admission was based on the method of considering the scores of the ability assessment test, thinking assessment (3.36%); admission combined with direct admission according to the project (1.96%) and other methods; other methods (including 12 methods) (13.33%).

The Ministry of Education and Training acknowledges that schools using too many admission methods can interfere with information for candidates. In reality, there are many methods that do not exist or very few candidates register, so they are ineffective.
Faced with this reality, the Ministry of Education and Training recommends that schools should consider eliminating ineffective admission methods, and at the same time, there should be an admission plan to ensure fairness between admission methods such as not classifying quotas according to admission methods, admission combinations; and equivalent admission scores.
According to the announced plan, the 2025 high school graduation exam will take place over 2 days, June 26-27.
The group of candidates studying the current high school program (2018) must take 4 exams, including Math and Literature. In addition, students choose two subjects they have studied at school (Chemistry, Physics, Biology, Geography, History, Economic and Legal Education, Information Technology, Technology and Foreign Language).
The group following the old program (2006) will take the Literature, Math, Foreign Language exam, one of two natural science (Physics, Chemistry, Biology) and social science (History, Geography, Civic Education).
This year's admission season is no longer an early admission period, when considering admission, the academic results of the entire 12th grade must be used. Universities are still allowed to use many admission methods, but must consider the same round as the graduation exam scores, and at the same time convert the scores between methods and combinations to a common scale.
