It is hard to describe what the people living near the Nam Son landfill have had to endure for over 20 years. Just one day of being tormented by the stench here is enough to make them “sick”, yet many households have had to live with it for many years.
Relocating people from the area affected by the Nam Son landfill is a must and the responsibility of the government. People were excited to hear about the relocation, but they were disappointed when they were informed about the compensation.
According to the draft of the detailed compensation, support and resettlement plan prepared by the Soc Son District Land Fund Development Center, all households in village 20 will not receive support for land allocation, resettlement and many construction works on the land will be 0 VND.
In some cases, the land use right certificate clearly states the residential land area, but the Soc Son District Land Fund Development Center considers the residential land area to be land for perennial crops. The households believe that the compensation amount is too small and not in accordance with regulations, so they cannot relocate. Where can they buy a house to live when they have no money in their pockets?
Local authorities need to study the provisions of the law to implement adequate compensation, not to let people suffer. First of all, compensation for confiscated land and assets on land must be correct and sufficient.
According to legal experts, at the time the Soc Son District Land Fund Development Center drafted a detailed plan for compensation, support and resettlement (2023), the 2013 Land Law was in effect. Clause 1, Article 75 of the 2013 Land Law stipulates the conditions for land compensation when the State reclaims land for the purpose of socio-economic development for the national and public interest.
Along with land acquisition compensation, for households living in the Nam Son landfill, there should be other support policies for people to move and resettle. Not to mention, households who have lived for many years in a seriously polluted area should also be supported with toxic substances, only then will it be fair.
Households living in the Nam Son landfill area have suffered too much, possibly suffering from diseases due to air pollution, water pollution. Many children and the elderly suffer from respiratory diseases, and there are families with 3 members suffering from cancer.
There were times when the houses here were attacked by flies, the rice trays were covered with black flies. It was really too much, not just for a few days but for decades.
Don't let the people in the Nam Son landfill area who have suffered for so many years not receive fair compensation.
