From January 1, 2026, the health insurance contribution level of students is adjusted according to Decree No. 188 of the Government. Accordingly, students belong to the group participating in compulsory health insurance. The monthly contribution level of this group is 4.5% of the reference level (equivalent to the base salary). However, the financial burden is significantly reduced when the state budget supports at least 50% of the contribution level.
Currently, the base salary is 2,340,000 VND/month. Thus, the health insurance contribution level for a student in one year is: 4.5% × 2,340,000 VND × 12 months = 1,263,600 VND/year.
With a new minimum support level of 50% from the state budget, students only have to pay a maximum of 631,800 VND/year.
Depending on the socio-economic conditions of each province and city, localities can use local budgets to support additional health insurance contributions for students in the area.
Ho Chi Minh City alone exempts health insurance for students and the elderly from the end of 2025. With more than 2 million students in general schools and continuing education centers (public and non-public), the city budget supports 50% of the contribution level. Along with 50% from the general policy of the central government, students and the elderly are completely exempt from health insurance contributions.
