In which, voters in Cao Bang province reflected recommendations related to guiding the staffing of the number of Deputy Commanders of the Commune-level Military Command.
Also related to the Commune-level Military Command, National Assembly Delegate Pham Van Hoa (Dong Thap Delegation) once proposed to bring regular military forces to the Commune-level Military Command to perform the tasks of commanders and deputy commanders when implementing local government at 2 levels.
The Ministry of National Defense said that the Ministry has issued Official Dispatch No. 7138/BQP-TM to the Ministry of Home Affairs, Military Regions and People's Committees of provinces and cities on requesting the Ministry of Home Affairs to preside over and coordinate with relevant agencies to guide localities in implementing according to the provisions of the legal system on cadres, civil servants and militia and self-defense forces; meeting the requirements of military and national defense tasks in localities.
In Conclusion No. 228-KL/TW of the Politburo, the Secretariat mentioned a number of contents related to the Commune-level Military Command.

Accordingly, Conclusion No. 228-KL/TW clearly states the requirement for local Party committees to urgently consolidate the sufficient number of cadres of the Commune-level Military Command according to regulations; at the same time, review the number of Commanders of the Commune-level Military Command appointed according to the policy stated in Conclusion No. 164-KL/TW, dated June 6, 2025 of the Politburo and the Secretariat to deploy steps to complete the university level standards for grassroots military, senior political theory and position planning according to regulations in the 2025-2030 term.
Conclusion No. 228-KL/TW clearly states the unified implementation policy: Selection and appointment of Deputy Commander and Assistant of the Commune-level Military Command similar to the position of Commander of the Commune-level Military Command that has been approved by the Politburo and the Secretariat in Conclusion No. 164-KL/TW.
The decision to appoint Commander, Deputy Commander, Assistant of the Commune-level Military Command is also a recruitment decision for cases that ensure the correct conditions and standards according to the provisions of the Law on Militia and Self-Defense Forces No. 48/2019/QH14 (amended and supplemented in Law No. 98/2025/QH15). Assigning the Party Committee of the Government to lead, direct, and implement.
Conclusion No. 228-KL/TW also clearly states that the Politburo and the Secretariat agreed in principle to bring military officers to participate in the Commune-level Military Command; assigned the Central Military Commission and the Ministry of National Defense to develop a Project, which clearly defines the roadmap, working relationships, regimes, policies...; report to the Politburo in the first quarter of 2026.
