Chairman of Phu Dong Commune People's Committee Dao Duc Minh signed a decision to sanction administrative violations against Mr. Tran Van Hung (born in 1990) for the act of littering and abandoning garbage on sidewalks and roads not in accordance with regulations. Mr. Hung put garbage in sacks and littered garbage on village road 9, Phu Dong commune - near Ninh Hiep Elementary School.
According to Point d, Clause 2, Article 25 of Decree No. 45/2022/ND-CP dated July 7, 2022 of the Government stipulating penalties for administrative violations in the field of environmental protection; the fine level is from 1 - 2 million VND.
According to Resolution No. 08/2025/NQ-HDND dated April 29, 2025 of the Hanoi City People's Council, a fine of 2 times the amount applied to administrative violations specified in the articles, clauses, and points of Decree No. 45/2022/ND-CP. For organizations with the same violation, the fine is 2 times the fine for individuals.
Based on current regulations, Phu Dong Commune People's Committee issued a decision to fine Mr. Hung 3 million VND.
