Deputy Minister of Health, Assoc. Prof. Dr. Nguyen Tri Thuc signed and issued a document requesting to strengthen management and improve the quality of practical training for health sectors at medical examination and treatment facilities nationwide. The document was sent to Departments of Health of provinces and cities and medical examination and treatment facilities to rectify shortcomings, limit and strictly handle violations in practical training activities.
According to the Ministry of Health, in recent years, the organization of practical training for students and trainees in health sectors at medical examination and treatment facilities has achieved many positive results. Medical examination and treatment facilities have announced that they meet the requirements of being practical facilities, and at the same time coordinated with educational institutions in developing and implementing practical training programs and plans in accordance with regulations.
In addition, the Ministry of Health regularly issues documents guiding and directing Departments of Health, medical examination and treatment facilities and training institutions to improve the quality of practical training, ensuring that learners have access to the real environment and practice professional skills effectively.
However, recently, some press agencies have reflected the situation of violations of regulations in the field of health training at some training institutions. Notably, there is a phenomenon of confirming practice and internship at medical examination and treatment facilities not in accordance with reality to help learners qualify for diplomas and certificates. These acts potentially affect the quality of medical human resources and safety in medical examination and treatment activities.
To overcome the above shortcomings, the Ministry of Health requests Directors of Departments of Health of provinces and cities and leaders of medical examination and treatment facilities to focus on directing the strict implementation of current regulations. Facilities participating in practical training must fully comply with the provisions of Decree No. 111/2017/ND-CP of the Government on organizing practical training in health sector training, and at the same time implement the requirements stated in Official Dispatch No. 5471/BYT-K2DT of the Ministry of Health.
The Ministry of Health requests medical examination and treatment facilities to review the entire reception of learners for practice and internship; check training coordination records, practice contracts, practice plans, learner lists, practice time, instructors and practice result evaluation records. Management work must be carried out strictly to ensure transparency and compliance with regulations.
In particular, the Ministry of Health emphasizes the rectification of practice and internship confirmation activities. Facilities must absolutely not falsely confirm or incorrectly confirm the time, content of practice, location of practice, instructor or results of practice of learners. All fraudulent acts and violations of regulations must be detected and strictly handled according to the provisions of law.
Along with that, units need to strengthen inspection and supervision of the practice and internship process of learners at medical examination and treatment facilities; promptly handle or propose handling for individuals and organizations with violations. Local Departments of Health are required to coordinate with education and training management agencies in inspection and verification when there are reflections related to the practice and internship activities of health sector learners.
The Ministry of Health said that in the process of implementation, if difficulties and obstacles arise, units need to report to the Ministry of Health (through the Department of Science and Technology and Training) for guidance and timely resolution.
