The Ministry of Health is drafting a Circular amending and supplementing a number of articles of Circular No. 02/2018/TT-BYT dated January 22, 2018 of the Minister of Health regulating good practices for drug retail establishments, Circular No. 03/2018/TT-BYT dated February 9, 2018 of the Minister of Health regulating good practices in distributing drugs and pharmaceutical ingredients, Circular No. 36/2018/TT-BYT dated November 22, 2018 of the Minister of Health regulating good practices in preserving drugs and pharmaceutical ingredients.
In the draft, the Ministry of Health proposes to add point d after point c in Clause 2, Section III of Appendix I-1a (ust Standards for good practice of drug retail facilities for pharmacies) and add point d after point c in Clause 2, Section III of Appendix I-1b (ust Standards for good practice of drug retail facilities for drug stores) Circular No. 02/2018/TT-BYT on drug sales by e-commerce as follows:
Drug retail establishments using e-commerce (online drug sales) organize online consultation and guidance on how to use drugs through equipment and technology to inform the contents as prescribed in Points a, b,c of this Clause and are only allowed to sell drugs after consultation and guidance to drug buyers.
Drugs and product packaging must be protected to prevent unauthorized access. Vehicles transported and vehicle operators must be ensured security to avoid further losses during transportation.
The person responsible for transporting the drug must be informed of all conditions related to the storage and transportation of the drug. These requirements must be followed throughout the transportation process.
Drugs must be preserved to ensure: Not losing information to help identify products; products not contaminated with other products; avoid medicine being dumped, broken, or lost, and maintain storage conditions for drugs throughout transportation.
Packaging materials and packaging must have a suitable design to prevent drugs from being damaged during transportation.
