Based on Article 3 of Joint Circular No. 02/2012/TTLT-BYT-BNV-BTC, civil servants and public employees who study domestically continuously for more than 3 months and do not directly work in medical expertise according to assigned tasks are not entitled to professional preferential allowances during this time.
