The Ministry of Health proposes to expand the subjects eligible for professional preferential allowances in special areas.

The Ministry of Health received a petition from voters in Quang Tri regarding policies for medical staff. One of the contents of concern to voters is the policy of professional preferential allowances for medical staff in specialized areas, including the Con Co Special Zone Military-Civilian Medical Center.

Expanding the subjects eligible for professional preferential allowances

Voters in Quang Tri believe that Clause 3, Article 3 of Resolution No. 261/2025/QH15 of the National Assembly does not fully cover the groups of medical staff who are entitled to professional preferential allowances.

According to regulations, people who regularly and directly practice medical expertise at commune-level health stations and preventive health facilities are entitled to 100% allowances in ethnic minority and mountainous areas, difficult and extremely difficult areas, border areas, and islands; at least 70% in the remaining areas.

In Con Co special zone, the Military-Civilian Medical Center of Con Co special zone is under the Quang Tri Department of Health, performing many medical tasks similar to commune-level health stations but not organized according to this model. Therefore, voters proposed to add medical staff at military-civilian medical centers in the special zone or similar models to be eligible for allowances.

The Ministry of Health said it is submitting to the Government a draft Decree replacing Decree No. 56/2011/ND-CP on the regime of professional preferential allowances for medical staff.

The draft expands the subjects of application, including officials and employees at public non-business units operating in the fields of disease prevention, medical examination and treatment, functional rehabilitation, traditional medicine, pharmacy, population...; people working at commune, ward, and special zone health stations; school health workers and medical professionals of the armed forces.

The draft proposes 6 allowance levels: 80%, 70%, 60%, 50%, 40% and 30%. In which, the 80% level applies to medical professionals at commune-level health stations and preventive health facilities in difficult and extremely difficult areas, border areas, and islands, an increase of 10% compared to the current level.

For the Con Co Special Military-Civilian Medical Center, civil servants and employees working in disease prevention, medical examination and treatment, and rehabilitation are eligible for consideration for allowances according to actual work and applicable conditions when the Decree is promulgated.

Increase support for village and hamlet health workers

Voters also proposed early regulations on allowances and health insurance for village and hamlet health workers, along with guidance on duty regimes, epidemic prevention allowances and ranking of commune health stations.

The Ministry of Health said that the Government has issued Decree No. 192/2026/ND-CP stipulating a number of specific allowances in the field of health and monthly support for village health workers, residential groups, and village midwives.

Accordingly, health workers in residential groups, neighborhoods and village and hamlet midwives are supported 0.7 or 0.5 times the base salary level. The level of 0.7 times applies to villages from 350 households, residential groups from 500 households and difficult areas; the remaining areas apply the level of 0.5 times.

The Decree also adjusts on-duty allowances and epidemic prevention allowances, an increase of 182% compared to previous regulations.

There are regulations on ranking commune health stations

Regarding the ranking of commune health stations, the Ministry of Health said that it has issued Circular No. 06/2024/TT-BYT regulating the ranking of medical non-business units.

New regulations and policies are being finalized to further strengthen the regime for medical staff, especially those working at the grassroots level, in difficult areas and specialized areas.
