The Ministry of Justice announced the appraisal dossier of the draft resolution drafted by the Ministry of Health, aiming to institutionalize Resolution 72 of the Politburo on protecting, caring for and improving people's health. The draft will be submitted to the National Assembly at the 10th session, focusing on removing obstacles and proposing breakthrough solutions for the health sector.
Free periodic health check-ups for 20 million people
According to the draft, from 2026, periodic health check-ups or free screening will be implemented at least once a year for priority groups such as the elderly, people with disabilities, people from poor households, near-poor people, meritorious people, people in ethnic minority areas, mountainous areas, disadvantaged areas, island communes and special zones. The expected number is about 20 million people, the budget is about 6,000 billion VND/year, the budget is guaranteed by the state budget through the Health Insurance Fund and will gradually expand the target group.
Exemption from hospital fees according to the roadmap
The draft also proposes to exempt hospital fees at a basic level within the scope of health insurance benefits according to the roadmap, in accordance with socio-economic development conditions. From 2027, the health insurance benefit level for people in near-poor households and people aged 75 and over who are receiving social pension benefits will increase from 95% to 100%. This content needs a National Assembly resolution because the Health Insurance Law does not currently allow payment for periodic health check-ups and screening.
Regime for medical staff
In addition, the draft adds a salary and allowance policy: Doctors, preventive medicine doctors and pharmacists will be paid from level 2; raising the professional allowance level to 100% for people directly working at commune-level health stations, preventive medicine, mental health, forensic medicine, emergency resuscitation, and pathology. Village health workers, residential groups, village midwives, and population collaborators are also supported with monthly allowances from the budget. The total estimated cost is about VND 4,481 billion, of which about 97% is spent on localities.
The draft is expected to remove current obstacles, creating a breakthrough in protecting, caring for and improving people's health.
