The expected resources for implementing free periodic health check-ups and hospital fee exemption policies according to Resolution 72 have been calculated.

This content was raised by Deputy Prime Minister Le Thanh Long when presenting the topic: "Core content of Resolution No. 72-NQ/TW, dated September 8, 2025 of the Politburo on a number of breakthrough solutions, strengthening the protection, care and improvement of people's health and the Action Program to implement Resolution No. 72-NQ/TW", on the morning of September 16.

Deputy Prime Minister Le Thanh Long said that Resolution No. 72 has many specific contents, including some contents that have received great attention from society and the attention to the State having enough resources to implement the goals in the resolution.

Including groups of contents on preferential allowances at different levels for target groups of the medical industry. According to the estimate of the Ministry of Health, it is expected that this content will need to be spent about 4,335 billion VND/year. This expenditure is higher than the current expenditure but we can balance it, said the Deputy Prime Minister.

Regarding the budget for periodic health check-ups or free screening examinations, the Deputy Prime Minister said that with an estimated cost of VND300,000 per examination, for more than 100 million people, it is expected to need more than VND30,000 billion.

Of these, the number of employees (about 16 million employees) who are periodically examined or screened and have to be paid by employers is about 4,800 billion VND. Thus, the state budget must spend about VND 25,200 billion/year.

Regarding the third funding group, the policy group exempts hospital fees. According to the Deputy Prime Minister, countries around the world are also very cautious when calculating hospital fees. Countries also have many different calculation methods, which can be a certain amount of money added to the tax, a support for those who have met the conditions and follow the mainstream of health insurance (HI) collection.

According to 2024 data from the Ministry of Health, the Health Insurance Fund will pay about VND 140,000 billion, and patients will pay about VND 21,545 billion themselves. Currently, the outstanding balance of the Health Insurance Fund is about 50,000 billion VND. Thus, the health insurance surplus fund can meet this requirement in the first 2 years. In the future, we will also have to calculate a roadmap to increase health insurance fees to balance this activity.

The Ministry of Health and the Government have calculated relatively carefully and are likely to be balanced and feasible in the coming time, said Deputy Prime Minister Le Thanh Long.

Resolution 72 of the Politburo sets out the goal of people having access to quality health services, towards comprehensive health care. From 2026, people will have regular health check-ups or free screening at least once a year, and an electronic health book will be established to manage their health through the life cycle, gradually reducing the burden of medical costs. By 2030, people will be exempted from hospital fees at a basic level within the scope of health insurance benefits according to the roadmap.

By 2026, the health insurance coverage rate will reach over 95% of the population, by 2030, it will reach the coverage of all-people health insurance; develop health insurance types.

The Resolution also outlines a group of tasks and solutions on prioritizing resource allocation and mobilization, with outstanding policies and mechanisms to develop medical human resources; Implementing preferential policies commensurate with the medical profession.
