Sharing about this content, Minister of Health Dao Hong Lan said: exempting hospital fees at the basic level for all people through health insurance by 2030 is a very humane policy, demonstrating the superiority of our regime, having profound social security significance, in keeping with the people's hearts, helping to detect diseases early, reduce health costs, clearly demonstrating the view that people are the central subject, given the highest priority in building and implementing policies to strengthen protection, care and improve health.
The Ministry of Health is urgently developing an implementation project. This policy must still be based on the pillar foundation of health insurance, while implementing a roadmap.
The State and the fund will pay basic and essential medical expenses, minimizing the financial burden on people - first of all for social policy beneficiaries, disadvantaged people, low-income people and some other beneficiaries.
For the part of medical services as required, exceeding the basic level, patients still have to pay a part to raise awareness of using the service reasonably and save costs.
The policy of hospital fees exemption must therefore be closely linked to the coverage of national health insurance, everyone participates in health insurance to share risks, people with conditions to care for the poor, healthy people to support the weak; along with support from the state budget so that patients do not have to pay additional costs when they are unfortunately sick.
Regarding the scope of benefits, people are entitled to periodic health check-ups or free screening at least once a year and an electronic health book is established, disease management is based on life cycle, from fetus to old age, this will be implemented from 2026.
By 2030, people will be exempted from medical examination and treatment costs at a basic level within the scope of health insurance benefits according to the roadmap.
Accordingly, from 2026, gradually increase the rate, payment and expenditure for disease prevention, early diagnosis and treatment of a number of diseases and priority subjects according to the roadmap from the Health Insurance Fund to reduce the financial burden on patients, in line with the increase in health insurance contributions according to the provisions of law from 2027.
The state budget and the Health Insurance Fund pay for a number of disease prevention and control services, chronic disease management, periodic health check-ups and screening according to professional requirements at the initial medical examination and treatment level, basically according to the appropriate roadmap to prevent diseases, reduce the incidence and mortality rate, save treatment costs for the late period and the people.
The ultimate goal is to ensure that all people - regardless of region or rich or poor - have access to essential and basic healthcare services without having to worry about finances.
According to Minister of Health Dao Hong Lan, the Resolution does not set a goal of " absolutely free", but aims to minimize co-payment costs for people, increase health insurance coverage, reduce deaths due to late detection and build a fair, equal, effective, sustainable health system without leaving anyone behind.
