Sending a question to the Ministry of Health, reader D.T.G said: "I work at the District Medical Center in Dong Thap province. I understand that since Circular No. 02/2025/TT-BYT was issued, there are no longer regulations on instructions on how to arrange salaries according to professional titles.
On the other hand, this Circular also abolished Joint Circular No. 26/2015/TTLT-BYT-BNV; abolished the phrase Grade IV Nursing, Grade IV Hygiene, Grade IV Medical Technology in Article 7 of Circular No. 03/2022/TT-BYT. I would like to ask, so how is the salary arrangement for the professional titles of nurse, midwife, and medical technician currently carried out?
The professional titles of Grade IV Nursing, Grade IV Midwifery, Grade IV Medical Technology were previously classified according to the salary table of Grade B civil servants. Now that civil servants have completed the corresponding college level, will they be able to change their salary to the salary table of Grade A0 civil servants? ".
Regarding this issue, the Ministry of Health responded as follows:
At point c, clause 38, Article 1 of Decree No. 85/2023/ND-CP dated December 7, 2023 of the Government amending and supplementing a number of articles of Decree No. 115/2020/ND-CP dated September 25, 2020 of the Government regulating the recruitment, use and management of civil servants, it is stipulated that:
"c) Remove the phrase: "and salary for professional titles of civil servants under the management of the industry and field, after receiving consensus from the Ministry of Home Affairs"".
Based on the above provisions, the Ministry manages professional titles of civil servants in a specialized field to regulate codes and standards for professional titles of civil servants, not regulating salary classification, therefore, Circular No. 02/2025/TT-BYT dated January 9, 2025 of the Minister of Health stipulating codes and standards for professional titles of nursing, civil servants, and medical technicians does not regulate salary classification for professional titles of nursing, civil servants, and medical technicians.
The salary arrangement for nursing, midwifery, and medical technicians applies the professional salary table for cadres and civil servants in State public service units (Table 3) issued with Decree 204/2004/ND-CP dated December 14, 2004 of the Government on salary regime for cadres, civil servants, public employees and armed forces.
Accordingly, the professional title of Grade IV Nursing, Grade IV Household Championship, and Grade IV Medical Technical Championship are applied with the salary coefficient of civil servants of type A0, from the salary coefficient of 2.1 to the salary coefficient of 4.89.
According to Circular No. 02/2025/TT-BYT, the training level of the title of Grade IV Nursing, Grade IV Intermediate, Grade IV Medical Technology requires a college degree, therefore, civil servants in the health sector who have been appointed and have their salaries classified according to the professional title of Grade IV Nursing, Grade IV Intermediate, Grade IV Medical Technology are being classified as a grade B civil servant salary coefficient, and have now standardized their college qualifications according to the major and training group to be eligible to transfer the salary of grade A0 civil servants (from coefficient 2.1 to coefficient 4.89) according to the regulations on salary classification in Decree No. 204/2004/ND-CP of the Government.
