Sending a question to the Ministry of Health, reader P.T.T.B said: "I have held the professional title of Grade III Doctor since 2011, as Head of the Nursing Department of a provincial hospital. I have completed a nursing major, have changed my practice certificate to the title of nursing profession, and my scope of practice is nursing profession.
May I ask, am I eligible to change my professional title from Grade III Doctor to Grade III Nursing? If so, what procedures and documents are required? ".
Regarding this issue, the Ministry of Health responds to this issue as follows:
According to the provisions of the Law on Public Employees 2010 (amended and supplemented in 2019), civil servants working in any job position will be appointed to the professional title corresponding to that job position; those appointed to any professional title must meet the standards of that professional title (Clause 1, Article 31). When public service units have a need, civil servants can be transferred to a new job position if they meet the professional and technical standards of that job position (Clause 1, Article 32).
The order and procedures for considering the transfer of professional titles for civil servants shall comply with the provisions of Article 30 of Decree No. 115/2020/ND-CP dated September 25, 2020 of the Government on recruitment, use and management of civil servants.
Ms. B's case has a nursing degree, a practice certificate of the nursing title that is eligible for consideration for transfer and appointment to the title of Grade III nurse according to the provisions of Circular No. 02/2025/TT-BYT.
