Resolution No. 72-NQ/TW of the Politburo on a number of breakthrough solutions, enhancing protection, care and improving people's health was signed and issued by General Secretary To Lam on September 9.
One of the important highlights in the tasks and solutions set out in the Resolution is to improve medical ethics, develop quality and synchronous medical human resources, meet patient satisfaction and integrate internationally.
Salary arrangement from level 2 when recruited
Resolution No. 72 clearly states that comprehensive innovation in style, spirit, and attitude of service to the people and patients is associated with improving the professional capacity of the medical staff, well implementing President Ho Chi Minh's wish "Health care must be as exemplary".
The team of doctors and medical staff must strive for medical ethics, be good at medicine, be rich in medical ethics, and be dedicated to their profession, worthy of the trust and honor of society.
Review and perfect regulations on professional ethics standards for health care workers; innovate and enhance medical ethics education and legal knowledge in health sector training; regularly train and raise awareness of self-study, practice, cultivate medical ethics, code of conduct, communication skills, and consultation with patients.
Improve the working environment, ensure safety, reduce pressure on medical staff; innovate the way of managing the provision of medical services according to output quality, meeting the satisfaction of both patients and medical staff.
Propagate and launch an extensive emulation movement, build, commend, reward and replicate advanced models of medical ethics; improve sense of responsibility, work discipline, resolutely correct and overcome negative manifestations at medical facilities, strictly and promptly handle acts of abuse of medical staff. Strengthen the prevention and fight against corruption, negativity, and waste in the health sector.
Developing medical human resources to ensure synchronization in quantity, quality, structure, especially human resources serving grassroots health care, preventive medicine, remote areas, areas with special difficulties, border areas, and islands. Resolutely and effectively implement the Doctor Training and fostering Project to create resources for commune-level health stations, especially for communes in remote areas, disadvantaged areas, border areas, and islands.
Prioritize the allocation and mobilization of resources, have outstanding mechanisms and policies to develop medical human resources. Focus on investing in developing a number of high-quality health training facilities on par with the region. Implement specialized training with specific postgraduate qualifications in the national education system in the field of health managed by the Ministry of Health.
Implement preferential policies commensurate with the view that the medical profession is a special profession, requiring special training, use and treatment. Doctors, preventive medicine doctors, and pharmacists are paid from level 2 of the recruited professional title.
Increase the minimum vocational allowance by 70%
The Resolution clearly states that the implementation of special and superior incentive policies for medical staff directly working at commune-level health stations and preventive health facilities is preferential; raising the level of occupational allowances to a minimum of 70% for people who regularly and directly work in health at commune-level health stations and preventive health facilities;
100% for people who regularly and directly practice healthcare at commune-level health stations, preventive medical facilities in ethnic minority and mountainous areas, areas with difficult socio-economic conditions, especially difficulties, border areas, islands, areas of psychiatry, forensic medicine, forensic psychiatry, emergency resuscitation, pathology and some other specific subjects suitable for economic and social development conditions.
Strengthen international cooperation and integration in research, application, transfer of techniques, science, technology, human resource training in the health sector and exchange and promote the strengths and potential of Vietnamese healthcare.
Prioritize attracting foreign investment, a team of intellectuals and experts with high quality in the health sector from abroad to invest and work in Vietnam; send excellent students and medical staff to specialized training in countries with strengths, and funding is paid from scholarship programs.
If previously only masters participating in teaching at schools were given a salary of level 2, then according to Resolution No. 72: Doctors and preventive medicine doctors and pharmacists are given a salary of level 2 of the recruited professional title.
At the same time, vocational allowances are also increased to 70% - 100% for each job position at commune-level health stations, preventive health facilities in different socio-economic regions; areas that are difficult to attract human resources with specific psychology, forensic medicine, forensic psychiatry, emergency resuscitation, pathology and some other specific subjects suitable for socio-economic development conditions.
Meanwhile, previously, these preferential allowances were usually at 20% - 70% depending on job position.
