Sending a question to the Ministry of Health, reader L.T.M.C said: "Referral No. 02/2025/TT-BYT stipulates codes, standards, professional titles of nursing, midwifery, and medical technicians, but does not stipulate salary classification for these titles. Request the competent authority to guide implementation".
Regarding this issue, the Ministry of Health responded as follows:
At point c, clause 38, Article 1 of Decree No. 85/2023/ND-CP dated December 7, 2023 of the Government amending and supplementing a number of articles of Decree No. 115/2020/ND-CP dated September 25, 2020 of the Government regulating the recruitment, use and management of civil servants, it is stipulated that:
Remove the phrase "and arrange salaries for professional titles of civil servants under the management of the sector and field, after the consensus of the Ministry of Home Affairs".
Based on the above provisions, the Ministry manages professional titles of civil servants in a specialized field to regulate codes and standards for professional titles of civil servants, not regulating salary classification, therefore, Circular No. 02/2025/TT-BYT dated January 9, 2025 of the Minister of Health stipulating codes and standards for professional titles of nursing, civil servants, and medical technicians does not regulate salary classification for professional titles of nursing, civil servants, and medical technicians.
Regarding the salary classification of nursing, midwifery, and medical technicians, the professional salary table for cadres and civil servants in State public service units (Table 3) issued with Decree No. 204/2004/ND-CP dated December 14, 2004 of the Government on salary regime for cadres, civil servants, public employees and armed forces shall be applied, accordingly:
- The professional title of Nursing Grade I, the professional title of Medical Techniques Grade I are applied to the salary coefficient of civil servants of type A3 (Group A3.1), from the salary coefficient from 6.20 to the salary coefficient of 8.00;
- The professional title of Nursing Grade II, the professional title of Medical Technician Grade II, the professional title of Grade II High School is applied to the salary coefficient of civil servants of type A2 (Group A2.1), from the salary coefficient from 4.40 to the salary coefficient of 6.78;
- The professional title of Nursing Grade III, the professional title of Medical Technician Grade III, the professional title of Grade III Household employee is applied with the salary coefficient of civil servants of type A1, from the salary coefficient of 2.34 to the salary coefficient of 4.98;
- The professional title of Grade IV Nursing, Grade IV Medical Technical, and Grade IV Household occupational titles are subject to the salary coefficient of civil servants of type A0, from salary coefficient 2.10 to salary coefficient 4.89.
According to the provisions of Circular No. 02/2025/TT-BYT dated 9.1.2025 of the Minister of Health, the training level of the Nursing title of Grade IV, Midwives IV, Grade IV Technique IV requires college graduation. Therefore, specialized health workers have been appointed and salary according to the title of Nursing Career of Grade IV, Midwifery IV, Grade IV Technique IV are being classified as a wage salary of type B, up to now, standardizing college level in accordance with the field, the training group is eligible for the transfer of public employees of type A0 (from coefficient 2.1 to coefficient 4.89) as prescribed by the Government No. 204/ND-CP of the Government.
