Sending a question to the Ministry of Health, reader N.T.T said: "I am a civil servant, code V.05.02.07, and am directly doing the work of preventing and controlling infectious diseases at the Provincial Center for Disease Control. Can I ask, am I entitled to a 60% allowance according to Decree No. 56/2011/ND-CP?"
Regarding this issue, the Ministry of Health responded as follows:
Currently, the regime of preferential allowances for occupations for civil servants and officials working at public health facilities complies with the documents: Decree No. 56/2011/ND-CP of July 4, 2011 of the Government; Joint Circular No. 02/2012/TTLT-BYT-BNV-BTC dated January 19, 2012 of the Ministry of Health, the Ministry of Home Affairs and the Ministry of Finance guiding the implementation of Decree No. 56/2011/ND-CP.
Officials appointed to professional titles with codes V.05.02.07 are not eligible for a 60% preferential allowance as prescribed.
Regarding the issue of allowances for health workers, the Ministry of Health is drafting a Decree regulating preferential allowances according to occupation for civil servants and employees working at public health facilities (replacing Decree No. 56/2011/ND-CP).
The Draft adds many subjects to enjoy preferential allowances with levels from 40 - 70%.
