The Ministry of Health is drafting a Decree regulating preferential allowances according to occupation for civil servants and employees working at public health facilities (replacing Decree No. 56/2011/ND-CP).
The Ministry of Health said that after a long period of implementation, Decree No. 56/2011/ND-CP dated July 4, 2011 of the Government regulating preferential allowances according to occupation for civil servants and public employees working at public health facilities has had some shortcomings due to the disease model of Vietnam after more than 14 years of many changes, emerging epidemics appearing, complicated developments, while the incidence of non-communicable diseases is increasing. The challenge for preventive medicine is huge, however, preventive medicine has not been really assessed as of importance.
The Ministry of Health has actively promoted disease prevention, control of the infection and limited death. The Ministry regularly guides drastically and synchronously against epidemic prevention measures; Gradually implement synchronous solutions to overcome the quality of medical examination and treatment unevenly between routes, regions, regions and areas throughout the country. One of the solutions is to develop a regime of policies to attract officials in the grassroots health work, preventive medicine and adjust the preferential allowance according to the profession for professional jobs with high levels of infection to suit the actual situation.
The total estimated budget to implement this policy is estimated at about 357 billion VND/month.
The Draft adds many subjects to enjoy preferential allowances with levels from 40 - 70%.
The Ministry of Health proposes a 70% allowance for civil servants who are regularly assigned to directly do the following jobs:
- Examination, treatment, testing, care, and service for people with typhoid, tuberculosis, mental illness, HIV/AIDS, group A infectious diseases.
- Examination, treatment, and care of patients for intensive resuscitation.
- Forensic examination, forensic psychiatric, pathological pathology, preservation and care of the body.
- Working in a laboratory requiring biosafety level III.
- Monitoring HIV/AIDS prevention and control.
- Examination, testing, treatment of drug addiction.
Along with that, civil servants working in health sector in communes in areas with particularly difficult conditions; island districts, island communes; doctors working in communes in region II of ethnic minority and mountainous areas are also proposed to receive a 70% allowance.
Notably, in the draft, the Ministry of Health proposes that population and social work civil servants receive a vocational allowance of 40%, an increase of 10% compared to current regulations.
Recently, sharing their thoughts with Lao Dong Newspaper, many population leaders across the country expressed their desire to enjoy the preferential allowance according to the profession increased to 40% compared to 30% as at present, to ensure fairness. They are also waiting for salary reform with the hope of increasing their income.
If the draft of the Ministry of Health is approved, the preferential allowance for civil servants of the Population and Workers' Union and a series of other positions will increase. This is considered a source of motivation for cadres to feel secure, work, and contribute to the industry.
