The Ministry of Health has just issued a decision to establish 4 working groups to inspect, evaluate hospital quality, and survey the satisfaction of patients and medical staff nationwide. This activity also supervises the implementation of legal regulations on medical examination and treatment, forensic examination and forensic psychiatry.
The subjects of inspection include hospitals and hospital beds under the Ministry of Health; public and private hospitals managed by localities; central and regional forensic psychiatric assessment and assessment centers; and other medical examination and treatment facilities.
4 inspection teams are led by the Director and 3 Deputy Directors of the Department of Medical Examination and Treatment Management (Ministry of Health), with the participation of officers and experts of the Department. The head of the delegation will decide on the unit and key contents that need to be inspected, and at the same time invite representatives of hospitals and units under the Ministry and the Department of Health to participate.
The inspection period will last until December 30, 2025, after which the groups will dissolve themselves.
Results of the hospital quality assessment in 2024 show that, despite the great impact of the COVID-19 pandemic, many hospitals still maintain and improve service quality, successfully apply high techniques in treatment, improve reception processes and shorten waiting time for patients. Some facilities have also won international quality awards such as Cho Ray Hospital, Ho Chi Minh City University of Medicine and Pharmacy Hospital, Hung Vuong Hospital.
This general inspection is expected to help the health sector continue to improve quality standards, ensuring the rights and satisfaction of patients nationwide.
In the period of 2024-2025, the work of checking, assessing hospital quality and surveying patient and health care staff satisfaction will be implemented synchronously, focusing on 6 key contents.
First of all, the inspection teams will review and evaluate all information and performance data of the hospital for 12 months, including professional fields, finance, human resources, organizations, technical categories, list of practitioners, list of equipment, drug use status, and report on disease models according to ICD-10 classification.
Next is the assessment of hospital quality based on the set of criteria for Vietnamese hospital quality and basic quality standards, with additional information entering after January 1, 2025. At the same time, the units will conduct a survey on the satisfaction of patients and medical staff, to objectively reflect service quality and working environment.
Inspection work will focus on emergency readiness and intensive resuscitation; implementation of urgent instructions of the Government and the Ministry of Health in 2024; along with feedback on a number of documents for management according to detailed instructions of the Department of Medical Examination and Treatment Management.
This comprehensive inspection is expected to improve the quality of medical services, better meet people's health care needs and improve the working environment for medical staff.
